📌📌 1. The National Unity Government is determined to bring justice to survivors of the ongoing military’s historic atrocities.


On September 18, the National Unity Government issued a Statement on the Republic of the Union of Myanmar’s human rights commitments at the United Nations Human Rights Council 54th Session.

The statement included:

“The National Unity Government is committed to delivering justice to survivors of historic and continuing military atrocities. 

We pledge our cooperation with international, regional and national accountability mechanisms, particularly countries exercising universal jurisdiction.

Myanmar’s Federal Democracy Charter promises an inclusive nation founded on peace, justice, equality, human rights and the protection of minorities. We urge the international community to support us in delivering it to our people.”

📌📌 2. The Acting President urged everyone to work together with all their might to root out the military council


On September 18, Acting President of the National Unity Government, Duwa Lashi La, delivered a message to the people.

“Listening to the people’s voice is crucial amidst a revolution driven by the attitude of the people. I would like to encourage all of us to work together with all our might to root out the military council,” the Acting President said. 

Currently, public strike battles are being held in various townships, and the revolutionary forces are stepping up their military activities.

📌📌 3. The Ministry of Home Affairs and Immigration held a meeting with the township people’s administrative bodies of Bago, Ayeyarwady, Yangon and Tanintharyi Divisions


On September 18, the meeting between the NUG Ministry of Home Affairs and Immigration (MOHAI) and the township people’s administrative bodies of Bago, Ayeyarwady, Yangon and Tanintharyi Divisions (18/2023) was held. 

At the meeting, Permanent Secretary of Ministry of Home Affairs and Immigration gave an opening speech.

Following, the Associate Permanent Secretary of MOHAI explained the completion status of activities and future plans of the ministries, and the attending members of the township people’s administrative bodies exchanged views with relevant officials regarding the policies, direction, ground administrative activities, difficulties, and challenges encountered on the ground.

The meeting was attended by Permanent Secretary, Associate Secretary, officials from the Public Administration Department, Police Department, Fire Department, Immigration Department, and Department of Special Investigation, and members of the township people’s administrative bodies of Bago, Ayeyarwady, Yangon and Tanintharyi Divisions.

📌📌 4. Union Minister and Deputy Minister of Ministry of Labor attended the meeting between the Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Sagaing Division


On September 18, the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Sagaing Division (37/2023) was held.

At the meeting, Union Minister for Labour U Nai Tun Pe @ U Nai Suwunna and Deputy Minister U Khu Hte Bu, members of ILACC, gave opening speeches.

Following, officials from ministries explained the activities of relevant ministries, and then members of the township people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.

Led by Union Minister U Nai Suwunna, the meeting was attended by Permanent Secretaries, Associate Secretaries, and officials from ministries, and members of the township people’s administrative bodies of Sagaing Division.

📌📌 5. Junta troops raided Toke Gyi Village on the bank of the Irrawaddy River in Katha Township, burned down more than 30 public houses, and arrested and killed 6 innocent civilians


It was reported that junta troops raided Toke Gyi Village on the bank of the Irrawaddy River in Katha Township, burned down more than 30 public houses, and arrested and killed 6 innocent civilians.

On September 17, the junta troops arrived in Katha Township and raided Toke Gyi Village on the banks of the Irrawaddy River, according to the revolutionary forces.

“A group of terrorist junta troops traveling from Gaw Wein Port in Mandalay to Bhamo in Upper Kachin State on the morning of September 10 arrived in Katha Township on September 17. They raided Toke Gyi Village on the bank of the Irrawaddy River and burned more than 30 public houses,” it stated.

In addition, it is known that 6 innocent civilians were arrested and killed by the junta troops, and 2 were burned to death along with their homes.

📌📌 6. The KNLA/PDF-9903 alliance forces blocked and attacked the enemy army advancing in column to Kale Village in Kyainseikgyi Township, Karen State


On September 18, the military news was released by the People’s Defense Force (PDF) (Military Headquarters).

“On September 14, 2023, the Karen National Liberation Army (KNLA) and the People’s Defense Force (PDF) 9903-Red Dragon Column joined forces to block and attack the enemy forces of about 70 from 44th Division, 22nd Division, and the Karen Border Guard Force (BGF) that advanced in column to Kale Village in Kyainseikgyi Township, Karen State.

The battle started to break out at around 7:15 am and ended around 10:30 am, and the enemy forces retreated, suffering heavy damage. During the battle, the enemy’s Mi-35 helicopter came and fired for about 25 minutes, and their Artillery Unit in Ahbit Village fired 5 122mm heavy weapons with howitzers.

During the battle, a lieutenant colonel (battalion commander) on the enemy’s side was killed by a sniper bullet, and at least 10 enemy soldiers, including the BGF company commander, were killed and 7 were wounded. A comrade from the Red Dragon Column of the People’s Defense Force (PDF) 9903 sacrificed his life for the new federal democratic country,” it stated.

📌📌 7. In Muse and Mogok, the military council army and TNLA clashed at 3 places and 1 gun and ammunition were seized from the junta side


On September 18, Palaung State Liberation Front/Ta’ang National Liberation Army (PSLF/TNLA) confirmed the military news that clashes started between the Ta’ang National Liberation Front – TNLA and LIB-419 under 99th Division of the military council army that were replenishing with a large number of military forces from Hopaw Village to Namkat in Muse Township, Ta’ang State Brigade-1 Military Region, on September 17 at 7:40 a.m.

The military council troops fired heavy artillery 11 times from Lwegel to Hopaw, 1 time to Namkat, 5 times from the 105-mile camp to Lwepat, and 7 times from Hsenwi camp to Man Mai. During the clashes, the military council troops suffered casualties, and it is reported that 1 gun and ammunition were seized from them.

In addition, there were clashes near Kone San Village between the TNLA and LIB-102, LIB-104, and IB-148 of the 44th Division of the military council army that were conducting an offensive from Kone San Village, Mogok Township in Ta’ang State Brigade-2 Military Region, to where the Ta’ang Army is located from 8:50 a.m. to 10:00 a.m. At about 5:00 p.m., the TNLA launched a counter-offensive, and the battle between the two sides was intense.

In addition, further clashes took place between Battalion 666 of TNLA Brigade-2 and LIB-102, LIB-104, and IB-148 of the 44th Division of the military council army near Upper Nyaung Kone Village in Mogok Township at around 11:00 a.m.

It is reported that the military council conducted airstrikes twice with jet fighters near Kone San Village and Upper Nyaung Kone Village, where the clashes took place, and fired heavy artillery 11 times from Mogok and Phyu Yaung Village to Kone San, where the Ta’ang Army is located.

📌📌 8. In Moe Lone Hmine Operation, 3 military vehicles that came from Mandalay to Mogok for reinforcements were hit by landmines and shot with RPGs, killing over 20 junta soldiers


Mogok District-based Battalions confirmed the military news that on September 18, at around 6:00 a.m., they were able to attack 3 military vehicles that came to Mogok from Mandalay to provide reinforcements.

“At around 6:00 a.m. on September 18, 3 junta vehicles that were coming to Mogok from Mandalay for reinforcement were ambushed by our comrades from People’s Defense Force Battalion 1221 and 1223. One was hit by an RPG and another was hit by 4 landmines. The third vehicle was only slightly hit, and there was an exchange of fire between junta soldiers in that car and our comrades,” it stated.

In that operation, 8 junta soldiers were killed on the spot due to mines, and there were more deaths from shootings, and it was reported that more than 20 soldiers may have died. There were also more than 20 injured, and the revolutionary comrades were able to successfully retreat without being injured.

📌📌 9. Junta has increasingly been carrying out airstrikes on non-military targets such as civilian areas, including IDP camps, schools, hospitals, and religious buildings


The Assistance Association for Political Prisoners (Burma) stated in its “Daily Briefing in Relation to the Military Coup” updated on September 18.

“Throughout 2023, the junta has increasingly been carrying out airstrikes on non-military targets such as civilian areas, including IDP camps, schools, hospitals, and religious buildings. It has been over a year since the junta carried out helicopter attacks on a Let Yet Kone Village school in Tabayin Township, Sagaing Region. The attack on September 16, 2022, resulted in the deaths of several civilians including children. Until now, the junta has not been held accountable for its crimes and continues to commit them with impunity,” it stated. 

The terrorist military conducted aerial bombardment over IDP camps in Weibula Myo Thit, Chin State, in April 2023, killing 9 civilians including a family of CDM Principle. Similarly, 168 civilians were killed in airstrikes over Pazigyi Village, Kanbalu Township, Sagaing Division on April 11.
