We need to be ready for the new military and political developments that this year will bring. As a result, as the New Year draws to an end, we need to plan ahead and make the necessary preparations. Furthermore, it is necessary to disseminate broad political messages to the public that are relevant to the real world. Thus, the relevant ministries must review all previous year's activities and make new plans for the coming year. In doing so, it is essential not to create political exploits in order to gain public attention.
