📌📌 1. Interim Local Administrative Central Committee (ILACC) Holds Discussions with Township People’s Administrative Organizations (PAOs) from Sagaing Region
The 41st meeting between the National Unity Government’s (NUG) Interim Local Administrative Central Committee (ILACC) and the Township People’s Administrative Organizations (PAOs) from Sagaing Region was held online on October 16 at 3:00 p.m. At the meeting, Khu Hte Bu, Deputy Minister of the Ministry of Home Affairs and Immigration (MOHAI) and general secretary 1 of the ILACC, delivered opening remarks.
Following that, officials from relevant ministries provided details about their respective departments’ functions, and the PAO representatives inquired about relevant policies and guidelines, also bringing up the challenges they encountered on the ground. These concerns were then addressed and discussed by the ministries.
The meeting concluded at 5:00 p.m. with closing remarks delivered by Ja Htoi Pan, Deputy Minister of the Ministry of Education and a secretary member of the ILACC.
The meeting was attended by deputy ministers, permanent secretaries, associate permanent secretaries, officials from various ministries, and representatives from PAOs in Sagaing Region.

📌📌 2. Ministry of Home Affairs and Immigration (MOHAI) Holds Discussions with Township People’s Administrative Organizations (PAOs) from Bago, Ayeyarwady, Yangon, Tanintharyi, Magway and Mandalay Regions
The 20th meeting between the National Unity Government’s (NUG) Ministry of Home Affairs and Immigration (MOHAI) and the Township People’s Administrative Organizations (PAOs) from Bago, Ayeyarwady, Yangon, Tanintharyi, Magway and Mandalay Regions was held online on October 16 at 10:00 a.m. At the meeting, Deputy Minister Khu Hte Bu delivered opening remarks.
Then, the Associate Secretary provided clarification regarding the progress made in accomplishing the tasks decided upon during the 19th meeting. Following that, representatives from the Public Affairs Office (PAO) outlined the challenges encountered on the ground, which were subsequently addressed by ministry officials.
The meeting was attended by Deputy Minister Khu Hte Bu, the Associate Secretary, officials from the People’s Administration Department, People’s Police, Fire Department, and Special Intelligence Department, along with PAO members from Bago, Ayeyarwady, Yangon, Tanintharyi, Magway, and Mandalay Regions. The meeting concluded at 11:30 a.m.

📌📌 3. Loikaw PDF Shares Video of Drone Attack on Military Convoy in Karenni State
On October 16, the Loikaw People’s Defense Force (Loikaw PDF) released a video recording of a drone attack on a military junta convoy that was traveling in Karenni (Kayah) State. While the video did not specify the exact location due to ongoing military operations, it was described as a recording of a drone bombing against a convoy of the terrorist military junta that was expanding its forces in Karenni State.
The bomb directly hit the military convoy, which consisted of two trucks carrying troops, resulting in significant damage to the junta troops, as reported by the Loikaw PDF. The attack was conducted in collaboration with the Falcon Wings Drone Force.
Furthermore, Loikaw PDF appealed for public donations to support their ongoing missions.

📌📌 4. KNU Reports Indiscriminate Artillery Shelling by Military Forces in Kawkareik Township, Injuring Civilian
Karen National Union (KNU) announced on October 15 that the terrorist military junta force fired artillery shelling into the villages of Kawkareik Township, which is located in the KNU Brigade 6 (Dooplaya District) territory, injuring U Tun Aye, a 53-year-old resident from Ta Tan Kue village.
On October 14, at 12:35 p.m., the Artillery Regiment No. 313 based in Kawkareik near Hlaing Wah village fired 120 mm artillery shells indiscriminately into surrounding villages, landing and exploding four shells into Kyauk Sayit Kone village, two into Sin Kone village, and two into Ta Tan Kue village.
As a result of this shelling, U Tun Aye from Ta Tan Ku village sustained injuries from shrapnel in his right thigh and was promptly taken to the hospital for emergency treatment. Additionally, the shelling resulted in damage to houses in the affected villages and injuries to cattle.
KNU has emphasized that the junta forces in Dooplaya District are engaged in arbitrary arrests of innocent civilians without justification, subjecting them to torture, conducting raids on civilian homes, confiscating their belongings, and intentionally firing heavy weaponry into villages on a daily basis.
KNU’s statement underscores that, in this way, the military junta is committing war crimes under the Geneva Convention and international law on a daily basis.

📌📌 5. Military Junta Targets Villages in Kachin State, Forcing Locals to Flee and Urgently Needing Assistance
The military junta forces are targeting villages in Kachin State by shooting heavy weapons into them, performing airstrikes on them, raiding into the villages, and launching arson attacks. This has led to casualties among the civilian population and the destruction of homes.
According to local residents, during a single week, the military carried out a series of attacks, bombarding the IPD camp and Mung Lai Hkyet village near Laiza, burning down Lon Jon Yang village and Ding Gar village in Momauk Township, and carrying out aerial bombardment on Kan Hsee village. Moreover, they fired heavy weaponry into Ma Au Pin village, destroying four residences and a church, according to the Kachinwaves.
During the attack on the Mung Lai Hkyet IDP camp at midnight on October 9, 59 individuals, including young children, who had been displaced were killed, and 57 others sustained injuries. Moreover, residences in the IDP camp and villages, as well as the village market, were destroyed.
Lon Jon Yang village and Ding Gar village, which were burned by the junta forces on October 13 and 15, are small villages. In Ding Gar village, a church and 17 out of 19 houses were burned down, and in Lon Jon Yang village, 11 out of approximately 20 houses were burned down. Consequently, residents from six villages were compelled to flee their homes and are now in need of assistance.
On October 16, the military conducted aerial bombardment on Kan Hsee village in Hpakant Township, and the extent of the damage is not yet known.
The ongoing clashes between the Kachin Independence Army (KIA) and the military junta forces have resulted in significant losses for the military junta. They have incurred high casualties and lost control of some of their base camps to the KIA. As the military junta forces find themselves losing ground in Kachin State, they are carrying out more attacks that directly target civilians.

📌📌 6. PDF-Zoland and local administrative organizations conducted a mobilization campaign in Tedim Township, Chin State
According to the release of the Zomi Federal Union (ZFU)/PDF-Zoland, a mobilization campaign was conducted in Tedim Township, Northern Chin State. The mobilization campaign conducted from October 12 to 14 in the controlled territories in Tedim Township involved ZFU/PDF-Zoland, the people’s administrative organization (PAO), and officials from various departments. During the campaign, the current state of the Spring Revolution and the activities of the people’s defense forces were explained to the people.
In early October, PDF-Zoland detained four policemen, one of whom held the rank of constable first-class. PDF-Zoland had also issued a statement, encouraging junta soldiers, police, and government employees from various departments working under the military junta in Chin State to participate in the Civil Disobedience Movement (CDM) without delay before staging city-capture battles.
Approximately 40% of the urban area within Tedim Town and 90% of the surrounding rural areas are reportedly under the control of the people’s defense forces.
In September, the Chin Defense Force-Kanpetlet (CDF-Kanpetlet) raised both the flag of Chin State and the CDF-Kanpetlet flag at the entrance of Kanpetlet Town to demonstrate their control over the area.

📌📌 7. Federal Awareness Training Conducted for Local Communities in Budalin and Kani Townships
As part of the Civil Federal Movement (CFM), federal awareness training was conducted for local communities in Budalin and Kani Townships, Sagaing, with approximately 100 local residents attending the training.
The training included explanations about federal political systems and facilitated discussions on several topics. These discussions consisted of establishing a federal system in the Sagaing federal unit where there is no military junta control, evaluating if the political landscape of the Spring Revolution aligns with a federal path, assessing if the revolutionary political structure in accordance with federal system, and exploring the people’s federal goals. These discussions aimed to provide an understanding of federal systems to the participants.
People are encouraged to actively support and promote the Civil Federal Movement (CFM) in a manner similar to the Civil Disobedience Movement (CDM) and collaboratively work towards the establishment of a new Federal Union.
