๐Ÿ“Œ๐Ÿ“Œ 1. ASEAN Has the Opportunity to Take Concrete Actions Beyond the Five-Point Consensus, Says NUG

In response to the junta’s escalating violence against the people of Myanmar, the National Unity Government (NUG) released a statement on March 19 through its Ministry of Foreign Affairs.

According to the statement, ASEAN now has the opportunity to move beyond its Five-Point Consensus and take decisive actions to support a Myanmar-led process that aligns with the will of the Myanmar people. It emphasized that the re-establishment of legitimate democratic forces is crucial for achieving long-term peace and stability.

To address the ongoing conflict and the junta’s continued atrocities against the people, ASEAN must take bold and effective measures under Malaysia’s chairmanship while upholding its commitments to human rights and regional security, the statement urged.

The statement also highlighted that the Myanmar people are facing immense suffering daily, making urgent and concrete actions imperative. Recent incidents, such as the airstrike on a monastery in Naung Cho, northern Shan State, and the widespread destruction of villages across the country, have forced civilians to flee their homes. Schools and hospitals have also been targeted, causing severe hardship for the people.

๐Ÿ“Œ๐Ÿ“Œ 2. NUG’s Ministry of Humanitarian Affairs Issues Recommendations to Minimize Civilian Casualties Amid Junta’s Heavy Shelling

On March 19, the National Unity Government’s (NUG) Ministry of Humanitarian and Disaster Management issued official guidance to help minimize civilian casualties caused by the junta’s indiscriminate shelling of civilian areas.

According to the ministry, from the February 2021 coup to the end of December 2024, the junta has launched over 7,500 artillery and mortar attacks, including landmine explosions. These attacks, which frequently occur at night when civilians are resting, have led to significant casualties. The most severely affected areas include Sagaing, Bago, Karen, Kachin, Rakhine, and Shan States, as well as Magway Region.

The ministry’s recommendations include mapping out potential artillery impact zones and informing the public of the estimated range of various weapons. It also advised relocating settlements and critical infrastructure out of these high-risk areas. Where relocation is not immediately possible, the ministry recommended constructing bomb shelters and trenches in homes and public buildings and reinforcing sleeping areas with sandbags for added protection.
