📌📌 1. The NUG says the main perpetrators of transnational crime and financial fraud in Myanmar are the terrorist Myanmar army


The National Unity Government (NUG) has released a statement that the main perpetrators of transnational crimes and financial fraud in Myanmar are the terrorist Myanmar Army that seized power.

It was stated in the National Unity Government’s statement released on October 17th regarding human trafficking, scams, fraud, and transnational crime.

The statement included the following:

“The NUG condemns the terrorist Myanmar army as the key enabler of transnational crime, scams and fraud in Myanmar, and pledges to work in the future towards identifying illicit financial flows that the Myanmar army has received in exchange for its role in the criminal activity. The NUG also pledges to work with members of the international community to ensure that justice prevails in returning stolen funds and in cutting off illicit financial flows.

The NUG has established a taskforce to assess transnational crimes in Myanmar, and stands ready to coordinate with domestic and international stakeholders, including ethnic nationalities organizations in Myanmar working to crackdown on crimes, as well as with law enforcement, diplomatic missions, foreign governments, international organizations, civil society, rescue missions, and human rights actors, all of which have critical roles to play in cracking down.

According to a recent United Nations report, at least 120,000 people in Myanmar are now held in situations where they are forced to execute online scams. The NUG has identified that many of these individuals were trafficked into Myanmar through neighboring countries, with many more becoming victims of forced criminality, torture or modern slavery after arrival into one of the hundreds of industrial scale scam compounds now lining Myanmar’s borders with its neighbors.

A recent report by UNODC notes that scammers in one country in Southeast Asia are generating nearly 50% of that country’s GDP from scams. In the case of Myanmar, it is likely that scams represent an even larger portion of the country’s total GDP given the current ongoing chaos created as the illegitimate Myanmar army continues to wage war against our people.

Sadly, due to the Myanmar army’s systematic destruction of the Myanmar Police Force, and the police’s involvement in perpetrating war crimes against the people, capacities to address problems related to crime in Myanmar have weakened significantly.

The National Unity Government of Myanmar has taken note of and applauds recently efforts by the international community to address serious transnational criminal activity being perpetrated across Myanmar and concentrated especially in Myanmar’s borderlands in areas controlled by the Myanmar army’s Border Guard Forces (BGFs).”

📌📌 2. The NUG Union Minister of Foreign Affairs and team met with Chairperson of the Committee on Foreign Affairs, Defense and Security of the Czech Republic


The Ministry of Foreign Affairs announced that Union Minister of Foreign Affairs of the National Unity Government of the Republic of Myanmar Daw Zin Mar Aung and her team met with Vice-Chair of the Czech Senate Jiří Oberfalzer and Chairman of the Committee on Foreign Affairs, Defense and Security Pavel Fischer.

On the evening of October 16, U Lin Thant, the NUG Representative to the Czech Republic, also attended the meeting held at the Senate of the Czech Republic.

During the meeting, they discussed issues such as practical measures to provide effective protection to the people facing the violence of the military group, to provide humanitarian assistance, and to cooperate effectively within the European Parliament and the European Union on Myanmar issues.

In addition, it has been reported that the Union Minister of Foreign Affairs, during her visit to Prague, gave a letter of appeal (Praha Appeal) to the European Union and its member states, which was agreed upon in advance between the NUCC, NUG and allied ethnic revolutionary groups.

📌📌 3. NUG Union Ministers led the Forum 2000 Myanmar Affairs Conference


At the 27th Forum 2000 conference being held in Prague, Czech Republic, the NUG Union Minister of Foreign Affairs Daw Zin Mar Aung and Union Minister of Human Rights U Aung Myo Min attended a private discussion on Myanmar affairs under the theme of ‘Myanmar Overlooked Struggle’.

In the discussion, they presented and discussed the situation, from the human rights violations of the terrorist warring group in Myanmar to the level of international crime, as well as the enthusiastic participation of the people during the revolution, the cooperation with the ethnic groups for the future federal democratic union, and the success achieved until the sovereignty and control of the territories.

The ministers also presented that the Myanmar issue is not only internal but is affecting the stability and security of the region and is a challenge to international democracy and justice. They urged the internal community to protect democracy by taking action against the military dictator, providing diplomatic support for democratic forces, practicing humanitarianism, and providing encouragement.

After that, the attendees asked what they wanted to know, and it was reported that the private discussion on Myanmar affairs ended successfully.

Mr. Igor Blazevic, who has been continuously working on Myanmar issues, was the master of ceremonies in the discussion.

📌📌 4. MOD announced that more than 170 members of the Military Council were killed and 46 weapons were seized in September fighting in Sagaing, Mandalay, Magway and Shan North


The Ministry of Defence of the National Unity Government announced that more than 170 members of the terrorist military council were killed and 46 weapons were seized during the fighting that took place in September in the Sagaing, Mandalay, Magway and Shan North regions, which are designated as No. 1 Military Region.

“There were 323 battles with the terrorist military council troops in September in No. 1 Military Region, 175 enemy were killed, 301 were wounded, and 46 guns and ammunition were seized. In these battles, 42 revolutionary comrades from the People’s Defence Force (PDF) honorably sacrificed their lives for the country and 29 were injured. The battles were conducted by PDF, PaKaFa and EROs joint forces under the No. 1 Military Regional Command,” the Ministry of Defence of the National Unity Government (MOD) stated.

📌📌 5. NUG officials met with the Permanent Representative of Malaysia to the United Nations and Ms. Yanghee Lee


On October 17, Ambassador U Kyaw Moe Tun, Permanent Representative of Myanmar to the United Nations and Deputy Minister of Human Rights U Aung Kyaw Moe met and discussed with Ms. Yanghee Lee, former UN Special Rapporteur on the situation of Human Rights in Myanmar and member of Special Advisory Council for Myanmar (SAC-M), Mr. Chris Sidoti, former member of the UN Independent International Fact-Finding Mission on Myanmar, and Mr. Sofian Akmal ABD KARIM, Deputy Permanent Representative of the Permanent Mission of Malaysia to the United Nation.

In the meeting held at the office of the Permanent Mission of Malaysia to the United Nations and the Myanmar Embassy to the United Nations in New York, they openly discussed Myanmar’s democracy issues, human rights situation Rohingya issues, and how Malaysia can continue to help Myanmar’s democracy.

📌📌 6. Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, urged the international community to take timely decisive action to end the military dictatorship and restore democracy while no sign of stop of the military junta’s atrocities


Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, stated that at the Interactive Dialogue with Working Group on Enforced Disappearance, at the Third Committee of 78th Session of UNGA (New York, 16 October 2023). The statement included: 

“We wish to stress that enforced disappearance undermines the deepest values of any society committed to respect for the rule of law, fundamental human rights and freedoms, and that the systematic practice of such acts is of the nature of a crime against humanity. 

Since the illegal military coup in February 2021, every single day, the innocent civilians have been experiencing the junta’s atrocities and crimes against humanities. Enforced disappearance was among the military’s frequently used tactics. It has been used to cover their brutal acts inside and outside the prisons; to instill fear into the detainees’ environment or society; and to prevent from occurrence of further resistance acts against the military. 

Civilians in Myanmar have been abducted with their whereabouts kept unknown. In some cases, their families were informed of the deaths of the abducted persons after a certain period. In some cases, the detainees’ dead bodies were found in neighbouring villages. For example, a family of a CDM staff who was arrested in March 2022 has lost contact with the victim since then. After 17 months, they were informed of his death which happened six days after the arrest. 

While no sign of stop of the military junta’s atrocities, the people of Myanmar are seeking help and intervention from the international community and urge them to take timely decisive action to end the military dictatorship and restore democracy. Yet the people are awaiting the effective action of the UN.

Without any effective action from the international community, the military junta would be given more chances to continue such inhumane acts.  

Mdm. Chair Rapporteur, what is your recommendation to the UN Member States to help the people of Myanmar for our efforts to end the enforced disappearances and the military dictatorship in Myanmar.”

📌📌 7. The KNU Dooplaya District Chairman, Padoh Shwe Maung, attending the anniversary of the NCA held by the military council was only an act of his own will without any affiliation with KNU and will be investigated by the disciplinary committee


The Karen National Union (KNU) stated that KNU Dooplaya District Chairman Padoh Shwe Maung attending the anniversary of the NCA held by the military council was only an act of his own will without any affiliation with KNU and will be investigated by the disciplinary committee.

Padoh Shwe Maung was also included in the group led by former KNU President Saw Mutu Say Poe to attend the 8th anniversary of the Nationwide Ceasefire Agreement (NCA) held in Nay Pyi Taw on October 15.

“Actually, Shwe Maung has taken a long leave. But he has never been at district headquarters. He takes no accountability or responsibility at all. He is doing and going as he pleases during his leave without staying still,” KNU Central Spokesperson Padoh Saw Taw Nee said.

Padoh Shwe Maung is the president of Dooplaya District, the KNU – Karen National Union, but he has been on long leave for more than a year, and during his leave, the former vice president of the district has taken over his duties, and the district secretary has taken responsibility for the management and administration.

After the coup, Padoh Shwe Maung did not want to accept the fact that there was fighting between KNU-affiliated Revolutionary Joint Forces and Military Council forces, and he said that the political problem should only be resolved through political means.

The KNU participated in the signing of the NCA treaty in 2015 during the U Thein Sein government, but after the military coup, it has repeatedly stated that the NCA is null and void. Days before the NCA anniversary, it issued a joint statement along with the CNF and ABSDF that both the 2008 Constitution and the NCA were null and void.

There are criticisms among the revolutionary forces that a top leader of the KNU, which has officially announced that the NCA is null and void, should not attend events held by the military council and meet with the military leader.
