๐Ÿšฉ๐Ÿšฉ 1. 61st Anniversary of Shan State Army (SSA) Founding Commemorated

The 61st founding anniversary of the Shan State Army (SSA) was commemorated at the Central Headquarters of the Shan State Progressive Party / Shan State Army (SSPP/SSA), according to reports.

The ceremony took place from 7:30 a.m. to 9:00 a.m. on April 24, with attendance from over 7,000 local civilians, Central Committee members led by Commander-in-Chief General Sao Htay, and representatives from military and administrative departments of the SSPP/SSA.

General Sao Htay delivered the opening address, in which he outlined a brief historical background of the formation and evolution of the Shan State Army (SSA).

Messages of congratulations were also read aloud from the Pa-O National Liberation Organization/Army (PNLO/PNLA), the Shan Nationalities League for Democracy (SNLD), and General Pan Fa, Chairman of SSPP/SSA.

The ceremony continued with the awarding of gold and silver medals to individuals deemed deserving of honor. A military parade consisting of 17 columns and over 3,000 troops was conducted as part of the formal closing of the event.

๐Ÿšฉ๐Ÿšฉ 2. Despite Ceasefire Declaration, Military Council Launches Major Offensive in Hpakant Region

The Military Council has launched an offensive against the Hpakant region in Kachin State, deploying thousands of troops in two separate columns, according to the Kachin News Group (KNG).

Colonel Naw Bu, spokesperson for the Kachin Independence Organization (KIO), told KNG that one of the military columns advanced from the Inn Daw Gyi area, while another moved through Lawar Village on the Tanai–Lido road—both converging towards Hpakant.

Due to these advances, the Kachin Independence Army (KIA) has temporarily closed roads between Hpakant and Myitkyina as of April 24. In addition, the Military Council has blocked the exit from Nammati Township near the Myaynkahtaung military gate.

Around 500 additional troops, presumed to be reinforcements for the Hpakant offensive, were reported to be stationed along three military routes from Dwamphone Monastery to Lawar. According to eyewitnesses, these forces include members of pro-regime People’s Militias.

Meanwhile, more military units have launched offensives from Inn Daw Gyi in Moenyin Township, pushing toward Hpakant and Gwi Hka, with ongoing airstrikes and bombings reported in the areas of Inn Daw Gyi and Sanwankone Village.

Although the Military Council had recently extended its unilateral ceasefire until April 30, under the pretext of supporting earthquake-affected civilians in rehabilitation and recovery efforts, it continues to conduct daily aerial bombings and ground assaults in Kachin territory.

๐Ÿšฉ๐Ÿšฉ 3. Four Military Council Vehicles Returning from Arson Attack on Civilian Homes in Yaysakyo Ambushed with Mines

At approximately 4:30 p.m. on April 24, four vehicles belonging to the terrorist Military Council that had set fire to civilian homes in Balap Village, Yaysakyo Township, were ambushed with mines planted by People’s Defense Forces (PDFs) along the route toward Battalion 258, according to a report released by the local Pa Ka Pha.

The mines used in the attack were reportedly of high intensity, made using unexploded heavy artillery shells including 120mm and 80mm howitzer rounds that had originally been used by the Military Council.

Due to the mine explosion, one lead vehicle came to a halt for several minutes and is believed to have sustained damage. The remaining vehicles reportedly withdrew toward Pakokku.

No injuries were reported among the People's Defense Force fighters involved in the ambush, all of whom successfully retreated from the area after the operation.

๐Ÿšฉ๐Ÿšฉ 4. SAC Y-12 Aircraft Bombs Villages in Kalewa and Mingin Townships, Killing Three Civilian Gold Panners

The junta's air force conducted aerial bombings using a Y-12 aircraft targeting Masein Village in Kalewa Township and Kanpyay (Kabyet) Village in Mingin Township, resulting in the deaths of three civilians who were working in alluvial gold panning operations, according to the Kalewa People’s Defence Organization on April 24.

“The SAC air force dropped bombs from a Y-12 aircraft on Masein Village in Kalewa Township and Kanpyay (Kabyet) Village in Mingin Township, both located within Kale District. Notably, Masein Village is under SAC control and currently hosts a junta military outpost,” the statement said.

It has been confirmed that the indiscriminate bombing by the SAC resulted in the immediate deaths of three civilian gold panners in Masein Village.

๐Ÿšฉ๐Ÿšฉ 5. Junta Bombing Near Gate No. (2) in Mawchi Town Kills Six Civilians

In the Karenni region, the junta carried out a bombing raid on Mawchi in Hpasawng Township, resulting in the deaths of six civilians and injuries to at least five others, according to Karenni People Voice.

At approximately 3:00 p.m. on April 24, the military council dropped two bombs near Gate No. (2) in Mawchi Town.

Among the six civilians killed was an 8-month-old infant. At least five other individuals were injured in the attack.

Additionally, at around 2:30 a.m. on the same day, the junta carried out an airstrike on Hoseh Village in Mese Township, located along the Thai-Karenni border. Several houses were damaged in the strike, but no civilian casualties were reported.

It was also noted that the military council had previously bombed the area near Mawchi’s Gate No. (2) on March 7, killing two residents and injuring at least ten others.

๐Ÿšฉ๐Ÿšฉ 6. Extortion Under the Name of “Minhla People’s Defence Force” Reported Amid Heightened Clashes

In Minhla Township, Thayarwaddy District, Bago Region, individuals impersonating members of the “Minhla People’s Defence Force” have reportedly been extorting money from civilians, according to an official statement.

As battles intensify between revolutionary forces and junta troops in Minhla Township, opportunists are exploiting the situation by issuing threats and demanding money from civilians, the report stated.

The legitimate People’s Defence Force (PDF) of Minhla Township, along with other revolutionary groups operating in the area, have categorically denied any involvement in these threats or extortion activities.

The Minhla Township PDF has warned that anyone impersonating resistance groups to extort money and harm civilians and their property will be dealt with strictly and held accountable.

๐Ÿšฉ๐Ÿšฉ 7. Ethics and Conduct Training for Resistance Fighters Conducted in Saikphyu Township, Magway Region

In Saikphyu Township, Magway Region, a training course on military ethics and conduct was organized for members of the People’s Defence Forces (PDF), led by a human rights officer.

The course covered topics such as ethical behavior on the battlefield, do’s and don’ts for combatants, and principles for identifying legitimate targets. The curriculum was guided by the National Unity Government’s Code of Conduct (COC) and relevant provisions of international humanitarian law.

A trainee remarked, “In the beginning, we only learned military tactics and didn’t fully understand human rights. But through this course, we gained awareness of human dignity, the principles of human rights, and the COC. It gave us the ability to think critically and act conscientiously as revolutionaries.”

A total of 41 PDF members attended the course. Trainees also participated in discussions and peer exchanges to reinforce the training.
