📌 Spring Revolution Local News – April 21, 2023 (Evening)


📌📌 1. The Acting President says that efforts are being made to restore the health and education of the people in the liberated territories


Acting President Duwa Lashi La remarked the following in his opening speech at the 1st Higher Education Conference during the Spring Revolution held via video conferencing on April 21:

“Now we all know that in the Defensive War of the Spring Revolution, the territories that can be dominated and defended in terms of war fare are emerging throughout. In these partially liberated territories, efforts are being made to restore the health and education of the people. In doing so, there are either joint efforts with the National Unity Government or responsible people and organisations carrying it out in their own way. These demonstrate that even during the revolution, our people did not lose focus on developing the education sector.”


In addition, the Acting President also stated that the Spring Revolution is a revolution that is establishing a federal democratic country and fighting for the freedom of the people.

📌📌 2. The Union Prime Minister says that the military council, which is suffering from all sides, and those self-serving, naive, and frivolous people who support it are dividing among the armed revolutionary forces


At the Interim Local Administration Central Committee Meeting No. 16/2023 held on April 20, Union Prime Minister Mahn Winn Khaing Thann urged to “keep a watchful eye on the actions by the military council, which is suffering from all sides, and those self-serving, naive, and frivolous people who support it, which create disunity among the armed revolutionary forces and cause friction between religions” and to “prioritise the eradication of the common enemy by strengthening unity among each other.”

The Union Prime Minister further stated that the military council has blockaded the country with barbaric brutality to the people and that it plans to prolong the time and rule despite the distracted situation on all sides.

📌📌 3. More than 150 million kyats worth of losses were caused by an air attack by the military council on Man Gyi Kan village in Myaing Township


Myaing Township People’s Defence Group (Myaing PaKaHpa) claimed on April 21 that the military council launched an air attack and deployed infantry troops from helicopters to raid Man Gyi Kan village, Myaing Township, causing a loss worth more than 150 million kyats.

“On April 18, at about 10:30 in the morning, the military council fired at Man Gyi Kan village in Myaing Township with two Mi-35 fighter jets; following that, three Mi-17 support aircraft dropped infantry troops and raided the village,” said the Myaing PaKaHpa.

“In the raid, a village hospital donated by the people that was housing many patients and a camp of the people’s defence group were among those destroyed, causing significant financial losses,” it stated.


“The village hospital was completely destroyed by fire by the military troops, and from the defence group camp, a vehicle used during the mission, as well as weapons, ammunition, communications equipment, and other equipment that were purchased with the money donated by the people, totalled more than 150 million kyats,” it said.


According to the statement issued by the Ministry of Health, during the raid, the Ma Gyi Kan hospital, donated by the people of Japan for the Japan-Myanmar friendship, was destroyed by the terrorist junta troops along with medicines, medical equipment, and an X-ray machine worth about 80 million kyats, and about 100 residents, including patients, patient attendants, and other villagers, were taken hostage.


The military junta troops raided Ma Gyi Kan village again on April 19, killing a 15-year-old boy and abducting 14 innocent civilians among the hostages, including a doctor and a nurse, according to reports.

📌📌 4. Ten civilians were abducted, and nine of them were killed by the military council troops in Si Thar village in Shwegu Township, Kachin State


According to the Assistance Association for Political Prisoners (AAPP)’s April 20 statement, the terrorist military troops raided Si Thar village, Shwegu Township, Kachin State, on April 9, abducting 10 civilians including a man with a mental illness, and killing 9 of them.


“The deceased are Mya Aye, Than Cho, Htwe, Aung Myo Khaing, Maung Naing, Sein Win, Myat Nyein, Khin Nwe Oo, and Soe Moe.” “The whereabouts of Soe Kyaw, the man with a mental illness, are still unknown,” said the AAPP in its statement.


According to the AAPP, a total of 3,422 civilians, including pro-democracy activists and other civilians, have been killed during the people’s spring revolution in opposition to the arbitrary military coup on February 1, 2021.

📌📌 5. PDF allied forces launched a drone attack on the Kyar Tet police outpost in Salingyi Township, killing at least 7 junta soldiers and policemen


Myaung Special People’s Defense Force (MSPDF) claimed on April 20 that at least 7 junta soldiers and policemen were killed in the drone attack on the police outpost in Kyat Tet village, Salingyi Township, Sagaing Region.

It stated, “As part of the Red Hawk Operations, the Eagle Brigade (Anyar Eagles) led an aerial attack on Kyar Tet police outpost in Salingyi Township on April 17 (Myanmar New Year’s Day) from around 12:00 p.m. to 2:00 p.m. using drones.”

According to the MSPDF, at least 7 soldiers and policemen from the military council were killed in the attack, and the extent of the damage is still being investigated.  


This Red Hawk Operation was said to have been carried out by the Myaung Special Air Force of the Myaung Special People’s Defense Force (MSPDF), Sagaing District 4th PDF Battalion, along with the Eagle Brigade (Anyar Eagle), the SALINGYI Special Task Force (SSTF), the National People’s Defence Force (NPDF), and the Super Fighter Drone Team.

📌📌 6. A junta soldier from the military base in Lai Lin Pi Town defected from the military and surrendered to the CDF-Mara along with 3 MA-3 magazines, 2 hand grenades and 244 rounds of ammo, being awarded 5 million kyats


On April 20, the Chinland Defence Force-Mara (CDF-Mara) announced: “Soldier U Lai Myo Oo (Private No. Ta/571682) serving at the Lai Lin Pi military base defected from the military council and took embrace of the people along with 3 MA-3 magazines, 2 hand grenades, and 244 rounds of ammunition at around 6:00 p.m. on April 16.”


The CDF-Mara stated that it has warmly welcomed the soldier, awarded 5 million kyats and escorted him to a safe place.

📌📌 7. The first batch of the Basic Education Completion Assessment (BECA) will finish on April 30


On April 20, the Ministry of Education of the National Unity Government announced that only 10 days is left for the first batch of the Basic Education Completion Assessment (BECA) to finish.

The announcement states, “The first batch of the Basic Education Completion Assessment (BECA), which started on February 2, 2023, will finish its three-month assessment period on April 30, 2023. Therefore, people’s students who have registered to take BECA’s first batch are kindly reminded again that they have only 10 days left to complete it.”
