Prime Minister Man Win Khaing Than emphasized the critical importance of the rule of law during the revolutionary period, stating that only through adherence to the rule of law can national stability be achieved. He made this statement during the 6th meeting (6/2024) of the Interim People's Judiciary Implementation Committee, organized under the National Unity Government (NUG).
During the meeting, participants engaged in discussions and exchanges on matters related to the rule of law and judicial processes.
The meeting was attended by Prime Minister Man Win Khaing Than, Union Minister for Justice U Thein Oo, Union Minister for Home Affairs U Lwin Ko Latt, other government officials, and responsible personnel.

๐๐ 2. "The Military Junta's Election is Politically and Legally Unacceptable," Says Union Minister Daw Zin Mar Aung

Union Minister Daw Zin Mar Aung, speaking during an interview with PVTV in December, firmly stated that "the election organized by the military junta is neither politically nor legally acceptable."
She explained, "The junta’s election is not a solution. First, ASEAN, neighboring countries, and the international community are all aware of this, and we have discussed it during meetings. Second, the junta does not have the legitimacy or authority to hold elections. We have declared the military junta as a terrorist organization and their actions as atrocities against the people, effectively labeling them as criminal acts. From a political, legal, and human rights perspective, there is no basis for accepting such an election."
During the Myanmar-related discussions held in Bangkok, Thailand, on December 19, the junta’s foreign minister falsely claimed they were preparing for elections and sought international support.
Daw Zin Mar Aung also pointed out that the military seized power by falsely accusing the 2020 general election of voter fraud. "Compare the 2020 election, with international observation, public participation, and fairness, to the current situation. Now, much of the territory is controlled by revolutionary forces and ethnic groups. The junta cannot even govern major cities effectively. How can they claim to organize a free and fair election with such circumstances? It’s impossible for them to ensure voter participation or credibility," she added.

Union Minister for Human Rights U Aung Myo Min stressed the need for utmost caution in applying the death penalty during the interim period before its abolition.
"We must be extremely cautious not to issue death sentences arbitrarily during this period when the death penalty has not yet been abolished. Specifically, regional laws allowing such sentences must be reviewed legally, and if unnecessary, measures will be taken to abolish them," he stated.
Currently, the revolutionary forces are working under the judicial system established by the NUG Ministry of Justice to ensure fairness in adjudicating crimes and penalties.

๐๐ 4. Bangladesh’s Stance: "AA Cannot Be Treated as a State-Level Entity"

During a press briefing following the six-nation informal meeting on Myanmar held in Bangkok, Thailand, on December 19, Md Touhid Hossain, an advisor to Bangladesh's Ministry of Foreign Affairs, stated that armed groups like the Arakan Army (AA) should not be engaged with at a state level.
According to a report by The Financial Express on December 22, Hossain remarked, "We informed the military junta that border areas are no longer under their control. Groups like the Arakan Army, which are not recognized as state entities, now control these regions. Engaging with them at a state level is not acceptable. The junta must find ways to resolve border and Rakhine issues."
Myanmar affairs analysts noted that neighboring governments remain reluctant to openly call for direct dialogue with NUG, the Arakan Army, or other revolutionary groups working towards peace in Myanmar.
Bangladesh reiterated its policy of not accepting further refugees into its territory. Hossain also mentioned that approximately 60,000 people had been forced to enter Bangladesh through various informal channels, highlighting the challenges posed by the ongoing crisis.

๐๐ 5. After Capturing Kanpetlet Town, Four Detainees, Including Political Prisoners, Were Released; 13 Political Prisoners from Mindat Were Returned to Their Hometowns

On December 21, at midnight, all soldiers and police stationed in Kanpetlet, Chin State, retreated, after which the Chinland Defense Force (CDF) successfully launched a final offensive to capture Kanpetlet. Following the capture, four detainees, including political prisoners, were released, according to Salai Aung Lin, a leader of the Chin Revolutionary Group based in Kanpetlet.
"Two of them were arrested for engaging in revolutionary activities. One was arrested for encountering a military convoy on the road, during which he was tortured—his fingernails were pulled out, and he was burned with a hot iron. Another was arrested while at home due to being reported by informants, and he, too, was tortured. Among those we rescued, one was a deserter from the SAC (State Administration Council) forces who attempted to escape. However, he was shot, re-arrested, and detained while suffering injuries to his chest and ribs. We treated him medically, and he survived. There was also another detainee among those we rescued," explained Salai Aung Lin.
Similarly, during the Mindat offensive, 13 political prisoners were rescued and have since been returned to their respective hometowns, said Salai Yaw Mann, the spokesperson for the Chin Revolutionary Group based in Mindat.

๐๐ 6. 15 Political Prisoners in Tharyarwaddy Prison Have Been Held in Solitary Confinement Without Reason for Nearly Two Years

The Assistance Association for Political Prisoners (AAPP) reported on December 23 that 15 political prisoners in Tharyarwaddy Prison, Bago Region, have been held in solitary confinement for nearly two years without any justification.
Political prisoners across prisons in the country are being subjected to various forms of oppression and denied their full rights as detainees. In Tharyarwaddy Prison, 15 prisoners have endured nearly two years of solitary confinement, during which they have also faced financial exploitation, according to reports.
Additionally, in Hinthada Prison, Ayeyarwady Region, prison authorities have been extracting money from prisoners under various pretexts and carrying out oppressive actions against them.
Since the military coup, a total of 27,989 individuals have been arrested, of whom 21,419 remain in detention. Among them, 9,821 have been sentenced to prison terms.

On December 22, mental health counselors from the People’s Goal Safe House visited CDM soldiers, police, and their families to provide close and personal counseling sessions. The program addressed topics such as coping with the challenges and instability arising from opposing the military coup, managing stress, and maintaining mental health during difficult times.

๐๐ 8. NUG Pay Launches “Heartfelt Warmth” Campaign to Distribute Blankets and Warm Clothing to Displaced People

NUG Pay has officially launched the “Heartfelt Warmth” campaign to distribute blankets and warm clothing to displaced people, according to its announcement on December 23.
“This is the cold season, a time of chilling weather. Let’s unite with NUG Pay and provide warmth to those who have fled their homes due to conflict,” the announcement stated.
Donations for the campaign will be accepted from December 23, 2024, to January 5, 2025, and the collected items will be delivered directly to the ground.
