Union Minister for Foreign Affairs, Daw Zin Mar Aung, stated that an international monitoring mechanism is needed to scrutinize the actions of the terrorist military junta as it continues offensive operations amid the ongoing earthquake disaster. She made the remarks during a press briefing held on April 12 regarding the National Unity Government’s (NUG) response to the major earthquake in the Sagaing region.
“At a time when we have halted our own offensive operations and are focusing on rescue and relief efforts for earthquake victims, the military junta is carrying out airstrikes, heavy artillery attacks, and indiscriminate assaults. These are not limited to military targets but also include deliberate attacks against civilian areas. It is crucial that such operations are not merely documented on paper but are actively and thoroughly monitored in real time by the international community. We must emphasize now more than ever the importance of establishing a robust international monitoring mechanism,” she stated.
She further added, “At the same time, international humanitarian aid agencies must also deliver assistance in a precise, firm, and transparent manner in full compliance with humanitarian standards.”
According to data, from March 28 to April 11, the junta conducted 72 airstrikes, resulting in 105 civilian deaths. Additionally, there were 30 incidents involving heavy weaponry, which led to the deaths of 6 more individuals.

Union Minister for Human Rights, U Aung Myo Min, expressed his appreciation and admiration for Myanmar youth in South Korea who have been continuously raising funds to support the people and revolutionary forces back home.
“Every weekend—on Saturdays and Sundays—these youths tirelessly organize fundraising events, regardless of the rain or wind. No matter where they are or what responsibilities they hold, they remain committed, compassionate, and supportive. They share not only the same beliefs but also the same aspirations. All of them are truly comrades in the revolution,” the minister remarked.

๐๐ 3. NUG Allocates Over USD 143,000 from USD 1 Million Earthquake Relief Budget; One-Week Ceasefire Extension Announced

The National Unity Government (NUG) has already utilized over USD 143,000 from its pledged USD 1 million budget allocated for earthquake relief efforts, according to U Nay Phone Latt, spokesperson from the Prime Minister’s Office. He made the disclosure during a press briefing related to the government’s response to the major earthquake in the Sagaing region.
“We’d like to provide an update on the current donations received and how funds have been utilized. The NUG had originally pledged USD 1 million for earthquake relief. Of that, over USD 143,000 has already been used. Part of this amount also includes donations we have received. As of now, we’ve received donations totaling approximately MMK 2.9 billion, and have already expended around MMK 1.9 billion in our relief operations,” he said.
In addition, the NUG has announced a one-week extension to its temporary ceasefire on all offensive operations in earthquake-affected areas.
“The ceasefire extension will be in effect from April 13 to April 20. This decision applies to areas directly impacted by the earthquake and adjacent districts. A formal announcement regarding the one-week extension of our ceasefire will be issued accordingly,” U Nay Phone Latt added.

According to an official announcement, the Mon State Health Council (MSHC) was established on March 25, 2025, through the consolidation of five representative groups comprising CDM health workers from various healthcare sectors and those actively involved in the revolution within Mon State. The council's formation was based on collective decisions made during meetings among these stakeholders, aiming to create a representative body for health professionals resisting the junta.
The five representative sectors that were unified to form the Council include:
- Medical doctors' representation
- Nurses and midwives' representation
- Health officers and supervisors' representation
- Medical technicians' representation
- Traditional medicine practitioners' representation
The Mon State Health Council (MSHC) was established with the objectives of actively contributing to the complete dismantling of the military dictatorship, participating in the establishment of a new Federal Democratic Union, and ensuring the provision of accessible and safe healthcare services for all communities within Mon State. The Council also aims to collaborate with allied health organizations in developing public health policies specific to Mon State and to foster the growth of a competent and capable health workforce within the state.
Furthermore, MSHC expressed strong support for the formation of similar health representative bodies composed of CDM health workers in other regions and states and pledged to continue collaborating with organizations that share the same objectives.

๐๐ 5. Political Prisoners Voice Support for Ceasefire Initiatives by Revolutionary Forces in the Spring Revolution

On April 12, the Political Prisoners Network – Myanmar (PPNM) announced that political prisoners across various detention centers had sent an open letter expressing their support for the ceasefire efforts undertaken by revolutionary forces participating in Myanmar’s Spring Revolution.
In light of the devastating magnitude 7.7 earthquake that struck central Myanmar on March 28 and the continued aftershocks that followed, political prisoners addressed an open letter to the people and responsible authorities, offering condolences and support.
The letter stated:
"We, the political prisoners, are deeply saddened and grieved by the loss of countless lives and property caused by the powerful earthquake that struck Myanmar's central region on March 28, 2025."
The political prisoners emphasized their firm condemnation of the inhumane actions committed by the military junta and stood in solidarity with the people in denouncing such atrocities. They also stressed that priority must now be given to rapid and effective rescue and rehabilitation efforts in the areas severely affected by the earthquake.
Consequently, the political prisoners wholeheartedly welcomed and endorsed the ceasefire initiatives undertaken by revolutionary forces and conveyed their unity with the people who suffered losses due to the earthquake. The letter further conveyed their collective resolve to stand together with all citizens of Myanmar in rebuilding the nation, shoulder to shoulder, with a unified spirit.

Spring Development Bank (SDB) Executive Officer Kelvin announced on April 12 that a total of MMK 1,646,770,255—nearly 1.65 billion kyats—was raised through a focused emergency earthquake response campaign carried out between March 28 and April 11.
In his message, he stated:
"Dear members of the revolutionary community,
We sincerely thank all who contributed to the emergency campaign led by Spring Development Bank to support communities devastated by the recent powerful earthquake in central Myanmar. Utilizing the Spring CrowdFund (SCF) platform, this effort has not only provided essential resources—such as clean water, food, medicine, and shelter—to families in urgent need but also spread a message of unity and strength. Every time our communities face hardship, we prove that none of us stand alone, and we reaffirm our shared commitment to stand together."
The bank noted that the dedicated and concentrated efforts over the campaign period resulted in this significant fundraising achievement. They also urged continued solidarity through ongoing SCF campaigns, encouraging everyone to join hands in supporting those affected by the disaster across all impacted regions.

๐๐ 7. PRF Reports Over 21,000 Revolutionary Supply Force Members and Over USD 639,000 in Contributions for March 2025

According to a statement from the People’s Revolution Force (PRF), there were 21,746 active members in the revolutionary supply force during March 2025, with a total contribution amounting to approximately USD 639,162.
These contributions will be used in April to support battalion-level operations, general logistics, and PDF operational expenses. The PRF also stated that once these funds are disbursed to individual defense force members, the transactions will be transparently documented and updated via PRF’s official pages.
