๐Ÿšฉ๐Ÿšฉ 1. KIO/KIA Urges Military Junta to Adhere to Ceasefire Until April 22

April 3

The Kachin Independence Organization/Kachin Independence Army (KIO/KIA) has announced a ceasefire until April 22 and has reminded revolutionary groups to comply with the agreed terms. Additionally, KIO/KIA has urged the military junta itself to abide by these conditions.

Following the military junta’s announcement on April 2 of a temporary ceasefire lasting until April 22, KIO/KIA issued a statement emphasizing the necessity of compliance. KIO/KIA clarified that, apart from defensive actions, all offensive operations would be suspended during this period.

According to the KIO/KIA statement, the junta declared the temporary ceasefire to facilitate humanitarian aid efforts following the powerful earthquake on March 28. The statement further highlighted that all stakeholders, including the military junta, ethnic resistance groups, and revolutionary forces, must adhere to the terms outlined in Section 4 of the junta's declaration.

The military junta’s declaration prohibits ethnic armed organizations and other armed groups from attacking junta military bases, headquarters, conducting troop mobilization, reorganizing forces, or expanding territories during the ceasefire period. It also warns of retaliatory measures should these restrictions be violated.

Lieutenant General Guan Maw, a key KIO leader, stated that rebuilding efforts following natural disasters are long-term processes and emphasized that all conflict parties, including the SAC, must uphold the ceasefire.

Meanwhile, on March 29, the National Unity Government (NUG) had already announced a temporary suspension of all offensives from March 30 to April 12 in areas affected by the earthquake, allowing for humanitarian assistance. Similarly, on April 1, the Northern Alliance—comprising three allied ethnic armed groups—declared a one-month ceasefire to ensure effective relief operations in conflict-affected areas.

๐Ÿšฉ๐Ÿšฉ 2. Military Junta’s Airstrikes in Kanpetlet Cause Civilian Casualties and Destroy Government Offices

April 3

The military junta launched an airstrike on Kanpetlet Township, Chin State, causing civilian casualties and severe destruction to homes and government buildings, according to a statement from the township’s local administration.

The attack occurred on April 2 at approximately 1:15 PM, with military aircraft conducting multiple bombing runs. The airstrike resulted in the destruction of civilian homes and government buildings, including the General Administration Office, Village Head Office, Election Commission Office, Township Committee Office, and the Township Planning Office. Additionally, the infrastructure of the Khaung Nu Sum Resort was also damaged, bringing the total number of affected structures to 20.

In response, the Chinland Defense Force (CDF) has urged civilians in both rural villages and urban areas of Kanpetlet to remain highly cautious of further aerial attacks.

Local sources reported that despite the absence of active clashes in Kanpetlet and Mindat in recent days, the junta has continued to carry out airstrikes. Reports indicate that the Mindat Township also suffered infrastructure damage due to junta bombings.

The junta has faced widespread condemnation for intensifying aerial bombardments even as the people of Myanmar are grappling with the devastation caused by the recent earthquake. Following the backlash, the junta announced on the night of April 2 a temporary ceasefire until April 22.

๐Ÿšฉ๐Ÿšฉ 3. Fighting Erupts in Waingmaw Following Military Junta’s Alleged Ceasefire Declaration

April 3

Despite the military junta's announcement on April 2 of a 20-day ceasefire for earthquake relief efforts, clashes erupted in Waingmaw Township, Kachin State, after junta forces launched artillery attacks and mobilized troops in the area.

According to local sources, the junta's Infantry Battalion 58 began heavy artillery shelling in the early morning of April 3, leading to direct clashes with KIA forces. Reports state that around 8:15 AM, junta troops moved in from Myitkyina-Tanai Road and fired at KIA positions near the Lamyang concrete bridge.

Further reports indicate that junta forces initiated an offensive in Lamyang village, an area under KIA control. Additionally, at approximately 6:00 AM, a Y-12 aircraft from the junta’s Meiktila-based Air Force dropped 31 bombs on Inndaw Township in Sagaing Region, as confirmed by the air defense group NAS.

In response, KIO also declared a 20-day ceasefire and reiterated its call for the junta to honor its commitment.

๐Ÿšฉ๐Ÿšฉ 4. Military Junta’s Artillery Shelling Kills Woman Amid Natural Disaster and Conflict

April 3

A woman was killed when military junta forces indiscriminately fired heavy artillery into a civilian village in Karen State, despite the ongoing humanitarian crisis caused by both war and natural disasters, according to a statement released by the Karen National Union (KNU) on April 3.

The incident occurred on April 1 at approximately 5:30 PM in Kyainseikgyi Township, Dooplaya District, within the KNU’s administrative region. Despite no active clashes in the area, the junta’s 12th Military Operations Command, stationed at a newly established artillery base, launched five 120mm shells into the village.

One of the shells struck Wizza Gone village, killing a 57-year-old woman on impact. Reports indicate that the explosion caused severe injuries, leading to immediate fatality.

As people across the country struggle with the devastating impacts of war and natural disasters, the junta continues to deliberately target non-military sites, including religious buildings, public hospitals, clinics, schools, and civilian residential areas, the KNU stated.
