ππ 1. “Mandalay Region Interim Political Program” (Draft) Expected to be Ratified in September

It has been learned that the “Mandalay Region Interim Political Program” (Draft) is expected to be ratified in September.
The draft of the “Mandalay Region Interim Political Program,” consisting of twelve chapters, has already been drawn up and is reportedly set to be officially ratified soon.
The draft has been formally released so that revolutionary political forces across the country—including the Mandalay Region revolutionary forces and the public—can be informed of its content and provide feedback. The recommendations received are currently being incorporated into revisions of the draft.
At present, the draft program has undergone review and amendments during the meetings of the working committee held from April 29 to May 23, 2025, and further rounds of review and amendments are still ongoing.

ππ 2. Officials from the Sagaing Federal Unit Parliament and the Sagaing Forum Federation Hold Discussions

On August 15, 2025, at 10:00 a.m., officials from the Sagaing Federal Unit Parliament and the Sagaing Forum Federation met via the Zoom platform for discussions.
The meeting was attended by the Speaker, Deputy Speaker, and Members of Parliament from the Sagaing Federal Unit Parliament, as well as officials from the Sagaing Forum Federation. The Speaker of the Sagaing Federal Unit Parliament delivered opening remarks and discussed matters related to future processes.
Subsequently, officials from the Sagaing Forum Federation also engaged in an open and cordial exchange on collaboration regarding matters under the Sagaing Federal Unit Interim Constitution. The meeting concluded successfully at 11:30 a.m.

ππ 3. NUG Ministry of Women, Youths and Children Provides Medical Treatment Support to Victims Injured by Landmines and Aerial Bombings

The Ministry of Women, Youths and Children of the National Unity Government (NUG) has provided financial assistance to cover medical treatment costs for those injured by landmines and aerial bombings.
Due to the military junta’s widespread airstrikes, artillery shelling, and attacks, many civilians have been killed or injured. In response, the NUG Ministry of Women, Youths and Children has supported medical expenses for individuals injured by landmines and aerial bombings.
Assistance was provided to a total of 373 people—250 from the Anyar region and 123 from Karen State. The funds were sourced from public donations contributed through the Revolutionary Heritage Campaign and were distributed via the township representatives of the Ministry of Women, Youths and Children and the Karen Women’s Organization.

According to information received, those who wish to support the People’s Defense Forces (PDFs) as logistics troops can contribute at a minimum rate of 30,000 kyats per month in Myanmar currency, 300 baht in Thai currency, or 20 USD in foreign currency.

ππ 5. Environmental Conservation Sector Flourished under the NLD Government but Has Become Obscured under the Military Regime, Says Union Minister Dr. Tu Khawng

Union Minister Dr. Tu Khawng of the Ministry of Natural Resources and Environmental Conservation stated that while the environmental conservation sector had begun to flourish under the NLD government, it has now fallen into obscurity under the control of the military regime.
“In resolving conflicts between environmental conservation and those seeking to exploit natural resources, a democratic government strives to maintain a balance. However, under an authoritarian system, business owners tend to approach the most powerful figures at the top, often causing various forms of hardship to the general public and government staff at lower levels. In Myanmar’s history, environmental conservation has never truly been respected under any government. During the NLD administration, the sector began to show some progress—but now it has once again slipped into darkness,” he said.
Following the military coup, the junta excessively permitted natural resource extraction and revived projects that had been suspended under the civilian government due to their environmental impact.

ππ 6. Myanmar among the Countries Receiving the Least Humanitarian Funding Globally, Says OCHA

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has stated that Myanmar—despite its enormous humanitarian needs—is among the countries receiving the least amount of humanitarian funding globally.
As of now, only 12 percent of the funding required for Myanmar’s 2025 Humanitarian Needs and Response Plan has been secured. OCHA stressed that additional funding is urgently needed to expand humanitarian assistance and reach communities most affected by the crisis.
Due to funding cuts, humanitarian response operations across all sectors have been scaled back, leaving vulnerable populations exposed to severe risks.
OCHA noted that Myanmar continues to face multiple crises, including armed conflict, flooding, and other disasters, which have destroyed homes, livelihoods, and the sense of safety for millions of people.
Following the March 28 earthquake, humanitarian aid has reached nearly 1.3 million affected individuals. However, since early July, heavy rains in Kachin, Kayah, Karen, Mon, Rakhine, and Bago regions have caused flooding and landslides, forcing families to flee to safety and damaging roads, bridges, and key infrastructure.
OCHA stated that the shortage of funding has prevented the delivery of fully adequate assistance.
The total number of internally displaced persons (IDPs) across Myanmar is now estimated at nearly 3.6 million. Ongoing clashes have forced civilians from their homes, and with civilian casualties continuing to rise, protection needs remain critical.

ππ 7. Flooding in Laukkai City Due to Heavy Rain — Cars Swept Away by Water

In Laukkai, the capital of Special Region 1 of the Union of Myanmar, heavy rainfall has caused flooding in parts of the city, with some cars being swept away by the current, according to The Kokang, a news outlet of the Kokang MNDAA.
On the evening of August 13, a sudden downpour caused flooding in certain areas of Laukkai. Within minutes, water overflowed in low-lying areas and intersections, submerging shops and homes, while some vehicles were carried away by the force of the water.
During the flooding, the Laukkai City Administration Committee and the Special Region police force collaborated with rescue teams to carry out relief operations in the affected areas.
Those trapped by the floodwaters were evacuated to safe locations, shelters were arranged, and valuable personal belongings were relocated. Cars that had been swept away were also retrieved with the help of tow trucks, The Kokang reported.
Thanks to the timely rescue efforts, there were no casualties. However, one shop owner reportedly suffered losses amounting to several million kyats (over 50,000 yuan), and other businesses also experienced damages.
As it is currently the rainy season, the Laukkai City Administration Committee urged residents to closely monitor weather conditions and avoid flood-prone areas and potentially dangerous locations such as riverbanks whenever possible.

ππ 8. Man and Woman Arrested in Monglon for Transporting Narcotics by PSLF/TNLA Troops

In Monglon Township, part of PSLF/TNLA Brigade 1 territory, PSLF/TNLA troops arrested a man and a woman transporting narcotics during a surprise inspection, according to a statement released today (August 15) by the PSLF/TNLA News and Information Department.
At around 12:30 p.m. on August 12, a vehicle traveling from Lashio was stopped and searched, leading to the seizure of 178,000 methamphetamine tablets.
The arrested individuals were identified as 25-year-old Ko Zaw Myo Naung and 35-year-old Daw Ei Thandar Phyo. They will face legal action under anti-narcotics laws by the Monglon Township Police Force.
On August 1, in Mogok City, PSLF/TNLA Brigade 1 and the Monglon Township Police Force also arrested one drug dealer and three drug users, according to PSLF/TNLA records.
