Myanmar Domestic News Updates – Oct 23, 2025 Morning

📌📌 1. The National Unity Government Sends Diwali (Deepavali) Greeting Message

October 21, 2025, marks the sacred and joyous Diwali (Deepavali) festival for the Hindu community — a celebration that also symbolizes Myanmar’s tradition of peaceful coexistence among diverse religions, as stated in the message sent by the National Unity Government (NUG).

The message explained that in Sanskrit, the term “Deepavali” is derived from “Deepa” (meaning oil lamp or light) and “Avali” (meaning a row or series), signifying the lighting of oil lamps. This tradition symbolizes the triumph of light over darkness, the victory of good over evil, and the journey from despair and sorrow toward hope and happiness.

The message further expressed that Diwali is also a time when families separated by distance reunite, creating moments of joy and togetherness.

However, the NUG message also noted that under the current situation, the violent military junta continues to carry out brutal attacks against civilians across the country, destroying schools, hospitals, homes, and religious buildings through airstrikes and bombings. These acts have devastated the lives and shelters of the people. Moreover, forced conscription, travel restrictions, and arbitrary arrests have created serious threats to personal security.

Since the illegal coup, the people of Myanmar have lost their peace and safety, and particularly, the hopes and dreams of the younger generation have been shattered.

Therefore, on this Diwali festival day, the National Unity Government extends prayers for the restoration of peace, security, and hope for the future that Myanmar’s people have lost; for the reunification of separated families; and for the success of all ethnic peoples participating in the revolution to end the military dictatorship and establish a Federal Democratic Union.

Additionally, the message offers blessings for all Hindu citizens of the Union — wishing them good mental and physical health, safety from all dangers, freedom from misfortune, and an abundance of happiness and prosperity.

📌📌 2. NUG Deputy Head of Delegation Daw Zin Mar Aung Addresses IPU Assembly

In her address, Minister Daw Zin Mar Aung highlighted the brutal and inhumane acts committed by the Myanmar military following its illegal coup and urged parliaments around the world not to recognize the junta’s sham elections. She called for the immediate release of political prisoners, members of parliament, and political leaders — especially State Counsellor Daw Aung San Suu Kyi and President U Win Myint.

“On behalf of the people of Myanmar, I stand before you representing the legitimate authority entrusted to us by the public through the Committee Representing the Pyidaungsu Hluttaw (CRPH), the parliamentary body elected under a democratic mandate,” she declared.

📌📌 3. Myanmar Ambassador Highlights That the Number of IDPs Has Risen Beyond 3.59 Million, Attributed to the Military Coup

On October 21, 2025, the United Nations General Assembly’s Third Committee on Social, Humanitarian, and Cultural Affairs held a discussion on internally displaced persons (IDPs). During the session, U Kyaw Moe Tun, Myanmar’s Permanent Representative to the UN, stated that since the February 2021 military coup, Myanmar’s people have suffered crimes against humanity, systematic torture, gross human rights violations, and airstrike attacks against civilians.

According to UNHCR data as of October 13, 2025, the number of IDPs in Myanmar has surpassed 3.59 million, a figure that has sharply increased over the past four years.

Due to the junta’s attacks, arrests, torture, and restrictions on humanitarian aid, IDPs are forced to live in tents or open areas with limited access to essential needs such as food, healthcare, and clean water.

Ambassador U Kyaw Moe Tun emphasized that the junta’s airstrikes continue to target schools, hospitals, religious buildings, and even IDP camps. He underscored that the junta’s unlawful seizure of power is the root cause behind the escalating number and worsening conditions of IDPs.

He further warned that without effective international action against the junta, the number of displaced persons will continue to rise, and their living conditions will deteriorate further.

He also pointed out that the junta’s planned fake elections will not be free or fair and will only intensify violence, deepening the suffering of civilians — including IDPs.

The Ambassador urged the international community to collectively reject these sham elections, protect the rights and safety of IDPs, and support the UN Special Rapporteur in guiding member states to take effective measures for accountability.

📌📌 5. Revolution Forces and Community Leaders Urged to Understand and Follow WCP Guidelines; Participants Call for More Extensive Training in Gangaw Township

The Ministry of Human Rights announced that a Women and Children Protection (WCP) training course was conducted in Kalay Township, Sagaing Region, during October, amid the ongoing conflict.

According to the ministry’s statement, participants at the end of the course emphasized that revolutionary fighters must also respect and adhere to the guidelines taught during the training. They also stressed that local religious, social, health, and education leaders should be aware of these key principles.

It was further noted that such training programs help strengthen the revolutionary spirit and promote a greater understanding of human rights and humanitarian conduct.

Similarly, in Gangaw Township, Magway Region, Women and Children Protection (WCP) training courses were held in September and October. Participants reportedly requested that such programs be conducted on a broader scale.

One participant stated,

“Through this training, we gained deeper knowledge about human rights and the various forms of violence affecting women and children. Given that numerous violations continue to occur during this period, we strongly wish for these kinds of trainings to be expanded nationwide.”

📌📌 6. ULA/AA Reconstructs 131 Houses and a Mosque Destroyed in Battle for Residents of Tan Lyaung Kyan Village

According to One Nation News, the Arakan Army/United League of Arakan (ULA/AA) has been rebuilding 131 homes and one mosque for residents of Tan Lyaung Kyan (Hoyasari) Village in Buthidaung Township, Maungdaw District, Arakan (Rakhine) Region, which were destroyed during the 2024 military clashes for control of the area.

The reconstruction is being carried out in a newly designated resettlement area within Buthidaung Township rather than in the village’s original location.

Of the 131 Muslim households whose homes were destroyed, 110 houses have already been completed. Construction of the remaining homes continues as timber and bamboo supplies are still being gathered.

Currently, over 800 residents (131 families) are living in the newly built Tan Lyaung Kyan Village.

The 2017 census recorded 993 residents in the original village. However, a field survey conducted in August 2025 found that 791 residents had been relocated to the new site.

Local sources explained that the reduction in population was due to families fleeing both domestically and abroad during the period of armed conflict.

Previously, Tan Lyaung Kyan Village had 141 households, of which 10 households reportedly fled to Bangladesh seeking refuge.

📌📌 7. SpaceX Blocks Over 2,500 Starlink Devices Used in Kyarpyaint (Online Scam) Operations in Myawaddy

According to international media reports on October 22, SpaceX has deactivated more than 2,500 Starlink satellite internet devices being used in Kyarpyaint (cyber scam) operations along the Thai-Myanmar border, particularly in Myawaddy.

This move is reportedly connected to international efforts to combat cybercrime and follows operations targeting the Myanmar military council’s KK Park cybercrime hub.

After Thailand cut off electricity and internet access in border areas earlier this year, many scam centers relocated into Myanmar territory, relying heavily on Starlink’s satellite network as their primary internet source.

According to Channel News Asia (CNA), hundreds of Starlink satellite dishes were installed on the rooftops of these scam compounds, making Starlink one of the leading internet providers for such operations inside Myanmar.

SpaceX Vice President Lauren Dreyer confirmed in a statement that the company itself had identified suspicious locations and proactively disabled the devices.

The report added that these scam centers have caused global financial losses amounting to billions of U.S. dollars each year, through romance scams, investment frauds, and other forms of online deception targeting victims worldwide.

These reports were compiled and submitted by Radio NUG correspondents Khur Shel and Padeh Phoe.
