Thailand will allow around 500,000 to 700,000 undocumented migrant workers from Cambodia, Laos, Myanmar, and Vietnam to register online for legal stay and work permits between October 15 and 29, 2025, according to Labour Minister Phiphat Ratchakitprakarn (Tri Nutthiyantorn), as reported by Khaosod English on October 6.

This initiative is said to have been launched following a cabinet decision on August 19, 2025, aiming to address labour shortages and to integrate undocumented workers into the formal employment system.

Minister Tri Nutthiyantorn stated that,

“When employers have legally registered workers, they can provide them with lawful protection. This will not only bring stability to the labour market and public security but also enhance Thailand’s reputation in public health and international human rights.”

Employers will need to apply for work permits online for their migrant workers and pay the required fees through a 24-hour service system. The registration confirmation will serve as a temporary work permit valid until December 28, 2025.

The Minister further announced that the e-WorkPermit System for processing work permit issuance and foreign labour applications will officially begin operation nationwide on October 13, 2025, via eworkpermit.doe.go.th.

This 24-hour online system will enable applicants to complete all procedures—including submission, verification, approval, and work permit receipt—without needing direct contact with authorities.

📌📌 2. Female inmates at Daik-U Prison face abuses by Chief Officer Daw Zin Mar Kyi Aung

According to a report by the Justice Network for Political Prisoners (JNPP), female inmates at Daik-U Prison in Mandalay Region are being subjected to systematic mistreatment by Chief Officer Daw Zin Mar Kyi Aung. The abuses reportedly include unjust solitary confinement, blocking of parcels from family, overpricing of goods, and restrictions on prisoners’ rights, all of which are forms of deliberate oppression.

In June 2025, inmate Ma Ei Thu Han (a.k.a. Shar Sit) was moved to an isolation cell after being suspected of having tuberculosis (TB). Another inmate, Daw Nu Nu Aung, was also transferred under the pretext that she had to stay next to someone suspected of TB.

Daw Nu Nu Aung reportedly requested that medical verification be allowed during family visits if TB infection was suspected, but Daw Zin Mar Kyi Aung refused and claimed that only the prison’s internal check would determine if she would be released from isolation.

However, the medical tests of both inmates returned negative for TB, yet they have still not been released from isolation as of October 2025.

Additionally, some prisoners have also been confined under various pretexts and transferred from the women’s ward to male cell blocks (Nos. 4, 5, and 6) to prevent communication with others. As a result, these women are facing psychological insecurity, difficulties with bathing, and other hardships.

The report adds that Daw Zin Mar Kyi Aung strictly controls incoming parcels, forcing inmates to buy only from prison-run stores under her control, where goods are sold at excessively inflated prices. Although each inmate is officially allowed to spend up to 70,000 kyats, amounts exceeding that are subject to additional unofficial charges.

Moreover, she has confiscated all colored warm clothing, allowing inmates to wear only long-sleeved white garments, claiming this is a rule for inspection purposes.

Prisoners are reportedly not given enough food or personal items, and insufficient prison uniforms and warm clothes have resulted in illnesses caused by cold, weakened immune systems, and skin diseases.

The JNPP has demanded that Chief Officer Daw Zin Mar Kyi Aung and all responsible parties be held accountable, and called for the immediate release of political prisoners under isolation.
