📌 Spring Revolution Local News – Oct 19, 2023(Morning)
📌📌 1. The Interim Local Administration Central Committee (ILACC) held a meeting with the township people’s administrative bodies of Mandalay and Magway Divisions
On October 18, at 1:00 p.m., the meeting between the NUG’s Interim Local Administration Central Committee (ILACC) and the township people’s administrative bodies of Mandalay and Magway Divisions (36/2023) was held.
At the meeting, Union Minister for Labour U Nai Tun Pe @ U Nai Suwunna, a member of ILACC, gave an opening speech.
Following, officials from ministries explained the activities of relevant ministries, and then members of the township people’s administrative bodies exchanged views with relevant officials regarding policies, directions, activities, and challenges encountered on the ground.
The meeting was attended by Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Secretaries, officials from ministries, and members of the township people’s administrative bodies of Mandalay and Magway Divisions. The meeting was successfully finished at 3:30 p.m.

📌📌 2. The Ministry of Human Rights has reported the brutal killing of 7 people, including 5 civilians and said that it will do its utmost to punish the crimes committed by the terrorist army
On October 18, the Ministry of Human Rights released a report on the brutal killing of 5 civilians and 2 members of the Public Security Force by the terrorist military troops in Yinmarbin Township, Sagaing Region.
On October 15, around 9:00 a.m., a group of 200-strong Kyar Bhilu Column under the LIB-703 Battalion, which came from Pale Township in Sagaing Region, invaded the villages of Htandawkone and Thaekone Village in Yinmarbin Township and brutally killed 5 civilians and 1 member of the Public Security Force. It is said that another member of the Public Security Force was beheaded, and his head was placed on top of the village bridge.
The Ministry of Human Rights said that the military council column that committed the killing had a written record saying, “The Kyar Bhilu Column only ate the head,” and that it had received evidence.
After the terrorist column left the village of Thaekone, it continued staying until the evening of the 16th in the villages of Yin Paung Taing and Myin Thar Kone in Yinmarbin Township, and burned down the houses of the villages.
The Ministry of Human Rights said it will firmly hold on to the objectives of achieving equality, peace, and justice for all people and do our best to punish the crimes committed by the terrorist army.

📌📌 3. U Kyaw Moe Tun urged the international community to scrutinize the Myanmar military’s attempts to build a nuclear reactor
Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, said this at the thematic discussion on Nuclear Weapons of the First Committee of the 78th Session of the General Assembly, held on October 17, 2023. It stated:
“Successive military leaders of Myanmar have harbored the idea of building a nuclear reactor, and the current military junta has stoked this ambition further again, to which the international community should scrutinize.
The situation in Myanmar is totally heart-breaking and unspeakable tragedy. Using the fighter jets, munitions, heavy artillery and associated technologies, assisted by and imported from certain countries, the military junta is brutally committing atrocities amounting to crimes against humanity. Here, I give emphasis once more that the comprehensive arms embargoes against the junta is the only way to stop their brutalities against the people. Accordingly, I urge the member states to stop selling of weapons and military technologies to the inhumane military.
Myanmar reaffirms its full commitment on nuclear disarmament and total elimination of nuclear weapons. We will continue to work towards our shared goal of building a world free of nuclear weapons. In doing so, we have submitted our annual resolution titled “Nuclear Disarmament” this year. We would like to underline that the draft resolution contains no substantive amendments, only technical updates. It aims to foster peace and security by advocating for comprehensive disarmament, through collective action and cooperation.
We express our sincere appreciation towards member states for their cosponsorship and support on this draft resolution.”

📌📌 4. The Deputy Minister of the Ministry of Human Rights of the National Unity Government and Canada’s Ambassador and Deputy Permanent Representative to the United Nations met in New York
U Aung Kyaw Moe, Deputy Minister of the Ministry of Human Rights of the National Unity Government and Ambassador and Deputy Permanent Representative of Canada to the United Nations H.E Richard Arbeiter met at the Canadian Embassy in New York.
According to a press release from the Ministry of Human Rights, they discussed the human rights situation in Myanmar, the need for humanitarian assistance, and the current situation of the Rohingya in the meeting.
In addition, a few days ago, they exchanged views on matters of punishment for the ongoing atrocities committed by the military group on the people, including the aerial attack by the terrorist military group on the refugee camp in Laiza.
The Canadian ambassador discussed Canada’s efforts in international legal issues and the situation of assisting civil society organizations, and said that Canada will continue to support Myanmar’s democracy.

📌📌 5. The German government has started investigations into the ND SatCom company that sold communication equipment to the Myanmar military
Justice For Myanmar stated that German prosecutors have begun an investigation into ND SatCom GmbH, a company that sold communications equipment to a terrorist Myanmar military that seized power from a civilian government installed by the people.
The statement included the following:
“The German state prosecutor’s office in Ravensburg has launched a criminal investigation into ND SatCom GmbH for supplying communications equipment to the Myanmar military, including after its illegal coup attempt.
The criminal investigation follows a complaint filed by German Solidarity with Myanmar Democracy e. V. with the attorney Holger Rothbauer, based on evidence and research provided by Justice For Myanmar. The opening of the investigation was first reported by ZDF frontal and Spiegel.
A1 group of companies that support the Burmese military group and are involved as accomplices in the internJustice For Myanmar calls for sanctions against A1 Group of Companies, OSB Investment and Technology JSC, and their directors and owners for their support to the Myanmar military and complicity in its international crimes.”
In addition, Daw Yadanar Maung, a spokesperson for Justice for Myanmar, urged urge German authorities to take swift action against ND SatCom and to cut off the Myanmar junta’s access to German equipment and technology.
ND SatCom is a German satellite communications corporation based in Immenstaad that, according to its website, “provides all the core competencies necessary for the design, turnkey delivery and logistic support of military satcom systems”. The company is owned by Steffen Görig, a German entrepreneur who acquired it from Airbus in 2014. ND SatCom has subsidiaries in China and Dubai.

📌📌 6. More than 8,000 residents are fleeing due to the military junta’s column invasion in Ye-U Township
According to local news sources, around 8,000 villagers have been forced to flee to Ye-U Township in Sagaing Region after the terrorist military invaded, launching heavy weapons.
On the morning of October 18, the terrorist column that came out from Ye-U Township to Depayin Township for reinforcement opened fire with heavy weapons and small arms in the direction of Ngyote Tone, Mote Si, and Muu Sone, said the Ye-U Township Refugee Support Group.
Due to this junta column’s invasion, about 8,000 war refugees from the villages of Ngyote Tone, Mote Si, Muu Sone, Ya Meik Thar Ma Soe Yein, Pyawbwe, Chon Ywar, Kyikone, and Zeekone in the western part of Ye-U Township were forced to flee as of the evening of October 18.

📌📌 7. The terrorist military council camp in Shwegu Township was captured by KIA and joint forces, and weapons and ammunition were seized
According to local sources, the military council camp stationed in Ngar Bat Gyi Village in Shwegu Township of Kachin State was captured by the KIA and joint forces, and weapons and ammunition were also confiscated.
“KIA and a joint team attacked and seized the base of Light Infantry Battalion 602 under the military council on the Bhamo-Shwegu road,” local media outlets such as Kachinwave and Kachin News Group reported.
The report said that the camp was a hill camp, which is located more than a mile away from Shwegu Township, and the nearby camp was also captured and destroyed by the KIA and PDF forces.
On October 18, from 4:00 a.m. to 10:00 a.m., the two sides attacked each other, resulting in casualties.
At the end of the battle, the military council forces conducted strict inspections in Shwegu Town and reportedly beat civilians during the inquiry.

📌📌 8. It is said that since the repair of the Saw – Kanpetlet road section has been completed, people can travel as before
It was reported on October 17 that the Chin Defence Force (Kanpetlet) Tuumee Battalion repaired the Saw – Kanpetlet road, which was blocked by landslides due to continuous rain in Chin State.
The CDF (Kanpetlet) Tuumee Battalion said that the defence force repaired the road because the local people were finding it difficult to travel.
Since the repair works have been completed, the public can use the Saw – Kanpetlet road on October 19.
The Youth Force – Saw & Kyaukhtu repaired the Kyaukhtu – Saw road which was blocked due to landslides in early October last year.
