### 1. Consolidation of Armed Resistance Forces Under a Unified Command

On November 28, Prime Minister Mahn Win Khaing Than stated that local armed resistance groups must be consolidated under a single chain of command (COC). He made these remarks during the National Unity Government's (NUG) interim regional administrative central committee meeting (43/2024).


> "Administrative functions during the revolution are inherently subordinate to military efforts," he said, emphasizing the importance of cooperation among all resistance forces to prioritize territorial governance and resource allocation. He urged officials to mobilize local armed forces to operate effectively under a unified command structure.


The meeting also included updates on decisions made in meeting 42/2024 and discussions on pending tasks.


Participants included the Prime Minister, union ministers, deputy ministers, and senior departmental officials.

### 2. Joint Statement on 16 Days of Activism Against Gender-Based Violence  

On November 28, the Ministry of Women, Youth, and Children's Affairs and the Gender Policy Coordination Committee issued a joint statement to mark the 16 Days of Activism Against Gender-Based Violence.


The statement recognized violence against women and girls as a human rights violation and pledged to eradicate it alongside the fight against the junta's oppression. It called for cooperation to implement gender budgeting, emergency measures, and support mechanisms as outlined in the NUG's gender policy and broader strategic frameworks. International organizations, including the UN, were urged to participate with strong political commitment.

### 3. Cooperation with ICC Investigation Confirmed by IIMM  

The Independent Investigative Mechanism for Myanmar (IIMM) announced its active collaboration with the International Criminal Court (ICC) prosecutor, providing extensive evidence, testimonies, and analyses. 


The ICC prosecutor's request to issue an arrest warrant for Senior General Min Aung Hlaing on charges of crimes against humanity, including the persecution and displacement of Rohingya, is under review. The IIMM reaffirmed its commitment to justice, recognizing the courage of survivors who shared their accounts.

### 4. PSLF/TNLA Hosts Land and Forestry Policy Exchange  

The Pa-O National Liberation Army (PSLF/TNLA) Department of Land and Forestry Conservation organized a two-day policy discussion in a Ta'ang region. Senior PSLF/TNLA leaders, officials from civil society organizations, and CDM (Civil Disobedience Movement) employees attended.


Discussions addressed land disputes, forestry policies, and action plans, culminating in the adoption of four resolutions and eleven amendments to the land policy.

### 5. Justice For Myanmar Welcomes ICC Arrest Warrant Request for Min Aung Hlaing  

Justice For Myanmar expressed support for the ICC prosecutor's request for an arrest warrant against Senior General Min Aung Hlaing. The request addresses crimes committed during the Rohingya crisis, representing a significant step toward justice. 


The organization urged swift ICC action to hold perpetrators accountable and ensure justice for victims.

### 6. Spring Development Bank's Crypto Holdings Surge Over 90%  

The Spring Development Bank announced a 90% increase in the value of its cryptocurrency holdings, particularly Bitcoin (BTC) and Ethereum (ETH). Investments were made per the NUG’s Central Bank guidance, aimed at post-revolution reconstruction. 


The unrealized gains reflect the strategic and community-driven nature of the revolutionary investment efforts.

### 1. KIO Annuls the Designation of Kachin Special Region (1), Invites Residents and Investors to Cooperate

The Kachin Independence Organization (KIO) announced on November 28 that it has annulled the designation of "Kachin Special Region (1)," previously imposed by past authoritarian regimes to consolidate their power, which had harmed the unity of the Kachin people.  


The statement highlighted that while the Kachin people have long sought self-determination and equality in federal structures, unsuccessful parliamentary negotiations left them no choice but to pursue armed resistance.  


It emphasized the aim of fostering unity among all ethnic groups in the region without divisions. The KIO stated that they reclaimed the areas marked as "Special Region (1)" for integration and unity, ensuring the economic and social well-being of all residents.  


The KIO pledged to rebuild the region with a policy rooted in compassion and sustainable development. It called on all residents and investors who previously lived or worked under the administration of Kachin Special Region (1) to cooperate in building a progressive, unified future.

### 2. Ambush on Military Column Led by Major Zaw Htet Naung on Ann-Padan Road

On November 23, a military column led by Major Zaw Htet Naung from the western military headquarters (Ann), retreating from the One-Mile Hill Camp, was ambushed on the Ann-Padan Road by allied forces, including the Student Guerrilla Army.  


During the engagement, two junta soldiers were killed, and 14 were captured. The ambushers also seized two small firearms and ammunition.  


The column reportedly disbanded during the battle, with soldiers fleeing in different directions. The area is now under clearance operations.  


Participating forces included the Student Guerrilla Army (SAF), Arakan Chin Defense Force (ACDF), and Minbu District Battalion 2. Captured junta personnel were given medical treatment in accordance with the policy on prisoners of war.

### 3. Fierce Battle in Eastern Htilin, Resulting in Five Deaths and One Captive  

**November 28**

A fierce clash occurred on November 28 between a local People's Defense Force (PDF) and a military column led by Major Ye Mann in the eastern region of Htilin Township. The battle lasted from 1 a.m. to past 11 a.m.  


The junta forces, suffering casualties, called for air reinforcements from Monywa and retreated toward Htilin.  


The confrontation resulted in the deaths of at least five junta personnel, including a major. One soldier was captured alive.  


The retreating column abandoned their deceased soldiers on the battlefield and returned to Shwe Htee Hall by 1 p.m., with reports indicating the number of casualties might increase.

### 4. Junta Forces in Hpruso Fire 120mm Artillery at Civilian Villages  

**November 28**

On November 28, troops from Battalion 336, stationed in Hpruso Township, fired 120mm artillery at civilian villages without engaging in direct combat.  


The artillery strikes killed two men, three women, a 2-year-old child, and a 1-month-old infant.  


In November alone, airstrikes and heavy artillery shelling by junta forces in eastern Hpruso caused significant damage to homes and killed at least ten civilians.  


The local PDF condemned these actions, urging the junta forces to clearly identify their military targets and avoid attacking civilians.
