๐๐ 1. KIO Establishes Administrative Mechanism in Panwar Town

Panwar Town, located in Chipwe Township of Kachin State, is under the control of the Kachin Independence Organization (KIO). According to the KIO/KIA Information Department’s announcement on December 19, the KIO has already implemented an administrative mechanism in the town.
The town was captured by KIA and allied forces on October 18. Since early November, the KIO government has been administering the town. Although more than a month has passed, compliance from local residents with the new administrative framework remains limited, causing ongoing challenges. This was reported by the KIO/KIA Information Department, citing statements made by Panwar Town Mayor Salang Kaba Madain Bauk Cham.
Previously, Panwar Town was administered by the Border Guard Force (BGF) and the Myanmar military-backed People’s Militia. The administrative structure under their governance lacked efficiency, which has contributed to the current difficulties, according to reports.
Currently, committees for administration, women’s affairs, and youth affairs have been formed in the town. In addition, the KIO government has established departments for police, immigration, municipal affairs, and health services. The municipal department is reportedly working to improve the town's environment, while the health department has opened public clinics to provide medical services.
The KIO/KIA also announced on November 28 that they had abolished the designation of "Kachin Special Region 1," previously under the leadership of U Zahkung Ting Ying, after capturing the entire region, including Panwar Town.

๐๐ 2. Two Soldiers and Two Policemen Defect to CDF in Tedim

In Tedim Township of Chin State, two soldiers and two policemen under the control of the military council have defected to the Chin Defense Force (CDF), according to a statement released by CDF-CDM Siyin on December 21.
The defectors reportedly surrendered on December 17, carrying a firearm and some ammunition. The soldiers, aged 23 and 27, were identified as Sithu Phyo and Yarzar Htet from the 268th Infantry Battalion stationed in Falam, while the policemen, aged 25 and 30, were Aung Pyi Phyo and Dahldone Lyan from Tedim Township Police Station.
The CDF-CDM Siyin Commander stated that those wishing to return to their communities are being allowed to do so, while some are being kept at rear bases for security reasons. The commander also reaffirmed their willingness to welcome anyone seeking to escape the military council’s control.
Meanwhile, clashes continue in Mindat and Falam towns between the Chin Resistance Joint Forces and the military council, with reports of recent defections and surrenders by military personnel in these areas.

๐๐ 3. Seven New Recruits Desert Infantry Battalion 6 with Weapons in Oakpho

Seven newly recruited soldiers from Infantry Battalion 6 stationed in Teimmup Village, Oakpho Township, Bago Region, have deserted with their weapons, according to local resistance forces and other sources.
The seven recruits reportedly fled with their weapons on the night of December 17. Despite ongoing search operations by the military council, the deserters have not yet been found. They are also not believed to have reached any resistance forces in Tharyarwaddy District, according to Police Officer Du Yar, the spokesperson for Battalion 3802 of the Tharyarwaddy District.
Sources speculate that the deserters fled to avoid being forced into military service and conscription, which are widely resented among young people. Some officers within Battalion 6 have reportedly faced investigations and disciplinary actions due to the incident.

๐๐ 4. People's Defense Force Battalion 3 in Ayeyarwady Calls for New Recruits

The National Unity Government’s Ministry of Defense has announced that the People's Defense Force Battalion 3 under the Ayeyarwady Region Command is recruiting new members.
The announcement stated that the time has come to dismantle the military dictatorship, which continues to exploit forced conscription and repression to sustain its power. The recruitment aims to support the revolution and build a federal democratic system.
Prospective recruits are expected to pledge commitment to these goals and follow the ministry’s orders, guidelines, regulations, and laws. The recruitment initiative is seen as part of the broader effort to establish a democratic and inclusive future.
