Speaking during a meeting of the Interim Regional Public Administration Implementation Central Committee on January 2, the Prime Minister emphasized:
“Starting from today, it is time to decisively address those who disregard the people, engage in unlawful activities, or prioritize personal gain over the revolution within the relevant ministries.”
The meeting was chaired by Prime Minister Mann Win Khaing Than and attended by Union Ministers, Deputy Union Ministers, Permanent Secretaries, Deputy Permanent Secretaries, and other officials from various departments.

“I extend my heartfelt thanks to the officials of the Senate Appropriations Committee for their support, particularly through the NDAA Burma Act and its implementation. I look forward to the year 2025, where this act will be fully operational to pave the way for peace, stability, and prosperity, contributing to the establishment of a federal democratic state,” Dr. Sasa added.

The Ministry of Human Rights’ Unlawful Conscription Watch-Data Dashboard has reported that there are 1,160 cases of human rights violations and 22,765 arrests resulting from the SAC’s (State Administration Council) unlawful conscription law.
According to the dashboard, these figures reflect the ongoing violations linked to this unjust law, including coercive conscription methods targeting youth. The Unlawful Conscription Watch-Data Dashboard enables the public to stay updated on these cases in real time.
The Ministry of Human Rights has compiled these data points from verified complaints submitted to the ministry, along with systematically collected evidence.
The dashboard also categorizes the violations by month, region, and state, providing detailed insights into the human rights abuses perpetrated under the guise of conscription by the military junta.

๐๐ 5. IEC to Issue Vehicle Licenses Without Collecting Taxes

The Department of Trade, Investment, Transportation, and Communication under the Interim Executive Council (IEC) of Karenni State has announced that vehicle licenses will be issued without tax collection, according to U Thanchoung, Director of the Transport Division, as reported by KPV News.
"Initially, there were plans to collect taxes before issuing vehicle licenses, business licenses, and driving permits. However, the Executive Council has directed that the tax collection process be temporarily suspended. As a result, we are currently issuing vehicle licenses with only the cost of the license plate, ownership certificates, and registration documents," stated U Thanchoung, the Director of the IEC’s Transport Department.
To apply for a vehicle license, applicants are required to provide proof of ownership, a recommendation letter from the relevant township, and the owner's registration document along with the vehicle.
The rationale for this initiative, according to the director, is to facilitate the Karenni State Police (KSP) in effectively addressing and responding to cases such as vehicle accidents or thefts.
Previously, only around 10 individuals applied for vehicle licenses due to the tax collection system. The Transport Department Director now encourages more active participation from the public following this tax-exemption policy.

๐๐ 6. Military Junta’s Killings in Myanmar: 406 Civilians Executed After Arrests in 2024

In 2024, a total of 406 civilians were executed across Myanmar following arrests by the military junta, known for its subtle and systematic acts of violence. Among the documented cases, 12 individuals died in police custody, 15 in military intelligence facilities, and 31 in prisons, according to the Assistance Association for Political Prisoners (AAPP).
Since the military coup on February 1, 2021, and up until January 2, 2025, a total of 6,092 civilians, including pro-democracy activists, have been killed during the Spring Revolution due to the actions of the junta and its affiliates.

The leadership of the People's Administrative Committee and the Humanitarian Responsibility Group in Pale Township provided support to war refugees, Civil Disobedience Movement (CDM) workers, and military defectors residing in the township.
The humanitarian group distributed 7.3 million kyats in donations from benefactors, along with clothing, warm blankets, rice, cooking oil, and educational supplies worth approximately 13.5 million kyats to help refugee children continue their education.
The donations and aid were delivered in collaboration with local leaders, humanitarian coordinators, and civil society organizations. A special acknowledgment was extended to donors and organizations for their contributions.
The report also emphasized the urgent need for further assistance as the refugee camp struggles with numerous challenges, urging collective efforts to support those displaced by conflict.

Dr. Tayzar San emphasized the need for a balanced approach, combining military resistance with civilian-led protests and general defiance movements. "We cannot rely solely on military strategies. A coordinated effort involving widespread civilian participation is essential to bring us closer to our goals," he added.
