๐Ÿšฉ๐Ÿšฉ 1. Airstrike on a Mining Site in Win Htarn Quarter, Western Moekok, by the Junta – Detailed Report by the Ministry of Human Rights

The Ministry of Human Rights has released a detailed report on an airstrike conducted by the military junta on a mining site in Win Htarn Quarter, located in the western part of Moekok, Pyin Oo Lwin District, Mandalay Region.

On February 10, 2025, at approximately 12:05 a.m., the junta's air force carried out an air raid on the Win Htarn mining site, situated between Kathe Village Tract and Pyaungpyin Village Tract, in the western part of Moekok. The attack was executed using a Y-12 aircraft, which dropped around 25 bombs in five separate strikes.

As a result of the assault, six civilians lost their lives, and around 14 others sustained injuries. Additionally, makeshift shelters were damaged or destroyed.

The Ministry of Human Rights has reaffirmed its unwavering commitment to equality, peace, and justice for all. It has also vowed to take all necessary measures to hold the junta accountable for its crimes and to ensure justice is served.

Ethnic resistance groups have announced that they have begun drafting a Federal Transition Constitution as part of the federal transition process. This was stated in a joint declaration issued on February 12 by ethnic revolutionary organizations and federal councils representing various states and ethnic groups.

The statement emphasizes that the fight for a Federal Democratic Union began during the revolution and interim period. Now, as part of the transition phase, efforts are being made to draft a constitution-like governance document that will guide the establishment of the future Federal Democratic Union.

The announcement was made by the Karenni National Progressive Party (KNPP), Karen National Union (KNU), Chin National Front (CNF), New Mon State Party (Anti-Dictatorship) (NMSP-AD), Karenni State Consultative Council (KSCC), Pao National Federal Council (PNFC), Mon State Federal Council (MSFC), Ta’ang Political Consultative Committee (TPCC), and Women’s League of Burma (WLB) on February 12.

๐Ÿšฉ๐Ÿšฉ 3. European Union Highlights Escalating Risks to Children Amid Myanmar’s Conflict

The European Union (EU) has issued a statement expressing deep concern over the increasing risks faced by children in Myanmar due to the ongoing conflict.

In its February 12 statement, the EU highlighted that, on the International Day Against the Use of Child Soldiers, it is calling for an end to child soldier recruitment by engaging in awareness campaigns and sharing the "Red Hand" symbol as a show of support.

According to data cited in the statement, serious violations against children in Myanmar increased by 123% in 2023 compared to 2022. The country is now listed alongside the Democratic Republic of the Congo, Syria, Mali, and Nigeria as one of the nations where child soldier recruitment is most prevalent. Globally, records indicate that over 8,600 children have been recruited as child soldiers.

The EU further emphasized that the ongoing conflict in Myanmar is worsening the humanitarian crisis for children, especially for those displaced from their homes, who are facing severe human rights violations.

On the 78th anniversary of the signing of the Panglong Agreement, the Norwegian Embassy in Yangon has extended its well wishes to the people of Myanmar.

In its statement, the embassy acknowledged that February 12, 2025—Union Day—marks the historic agreement that secured Myanmar’s full independence from British rule. It described the occasion as a significant milestone and expressed hope that the day serves as a source of strength for the people of Myanmar as they work together to build a future they aspire to.
