📌📌 4. ILO 113th Session Adopts Decision to Take Action Against the Military Junta Under Article 33 of the ILO Constitution

June 5
Radio NUG

On June 5, 2025, during the 113th Session of the International Labour Conference (ILC) held in Geneva, Switzerland, the International Labour Organization (ILO) officially adopted a decision to take action against Myanmar’s military junta under Article 33 of the ILO Constitution. This decision was made in response to serious violations of fundamental labour rights and human rights—particularly breaches of ILO Conventions No. 87 (Freedom of Association and Protection of the Right to Organise) and No. 29 (Forced Labour), according to a press release issued by the Ministry of Labour of the National Unity Government (NUG).

To reach this historic decision to hold the junta accountable, U Maung Maung from the Myanmar Labour Alliance/Confederation of Trade Unions Myanmar (MLA/CTUM), representing the NUG’s tripartite delegation, strongly urged action during his opening address at the Conference. This was followed by a speech from Daw Phyo Sandar Soe (MLA/CTUM), Deputy Representative of the International Trade Union Confederation (ITUC), member of the NUG tripartite delegation, and labour representative, who emphasized that invoking Article 33 was not an act of retaliation, but a step toward restoring the dignity, justice, progress, and rebuilding of life for the people of Myanmar, who have endured immense suffering under the junta’s brutal oppression.

The ongoing conference was attended by representatives of the NUG, led by the Ministry of Labour, as well as representatives of employers and workers who stand in solidarity with the people of Myanmar. The adoption of this unprecedented resolution within ILO history affirms that the international community and the ILO are not turning a blind eye to the suffering of Myanmar’s people or to their struggle for democracy and fundamental rights.

The ILO’s decision is regarded as a victory for the people of Myanmar—one earned through their years-long resistance amid the junta’s military violence, relentless repression, sexual violence against women, and indiscriminate airstrikes on civilians, including children in schools. It represents both international recognition of the military’s atrocities and a powerful act of global accountability at the heart of the world stage.

The statement further affirms that governments, employers, and worker representatives from ILO member states, alongside workers, union members, and labour leaders around the world, are standing united with the people of Myanmar.

When the motion to take action under Article 33 was introduced, it was reportedly opposed by countries that support authoritarianism and the military junta—including Russia, Belarus, Laos, and China. However, employer representatives, worker representatives, and international business delegates attending the conference overwhelmingly supported the motion.

This Article 33 resolution is not only a victory in the ILO, but also a clear global signal that military juntas and their allies cannot impose authoritarian rule through brute force. It demonstrates that despite repeated pleas for international support from the people of Myanmar, and the slow responses in the past, the global tripartite structure of the ILO—governments, employers, and workers who uphold democratic principles—has now taken a firm and unified stand against the junta’s oppressive rule.

Those participating in this year’s ILC include representatives from the NUG’s Ministry of Labour-led tripartite delegation, as well as representatives of persecuted and oppressed workers and employers who have suffered violations of their fundamental rights under the military regime.
