The National Unity Government (NUG) held its Interim Local Public Administration Central Committee Meeting No. (23/2025) on July 10 at 10:00 AM.

The meeting was chaired by Committee Chair and Prime Minister Mahn Winn Khaing Thann, who delivered the opening remarks.

Following the opening, committee members reviewed the status of implementation of the work programs approved during the previous meeting (22/2025), provided progress updates, and discussed outstanding tasks. Officials from relevant ministries also participated in in-depth discussions on their ongoing administrative responsibilities.

The meeting was attended by Prime Minister Mahn Winn Khaing Thann, Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Permanent Secretaries, and senior officials from various departments.

๐Ÿ“Œ๐Ÿ“Œ 2. Union Minister U Thein Oo Leads Discussion on Federal Democracy Constitution

An introductory dialogue on the Federal Democracy Constitution—organized by the NUG’s Representative Office to the Republic of Korea—was successfully held online on July 2 and 9, 2025.

The discussion was led by Union Minister for Justice U Thein Oo of the National Unity Government, who gave a presentation and facilitated the session.

The event was attended by approximately 40 participants, including revolutionary comrades from Korea-based resistance organizations as well as international supporters.

Union Minister U Thein Oo provided a detailed explanation on key federal concepts critical to the future establishment of Myanmar's democratic state, existing constitutional frameworks, pressing challenges, and issues requiring negotiation and resolution. He also addressed questions raised by attendees.

Participants openly shared their perspectives and experiences during the discussion.

In his closing remarks, NUG Representative to Korea U Yan Naing Htun expressed appreciation and noted that the Representative Office in Korea would continue to organize such political dialogues both online and on the ground as appropriate.

๐Ÿ“Œ๐Ÿ“Œ 3. Mentally Unwell Individual Summoned for Military Conscription Jumps to Death from Building

According to Shwe Pyi Thar Information, on July 9 at around 3:00 PM, a mentally distressed man who had been summoned for military conscription jumped off the roof of a two-storey building used by the military at Oakkyin Detention Facility in Yangon. He later died that night at 10 PM at Hospital 1000.

An eyewitness account reported:

“He hit the concrete below. He was just a frail young man, frequently in and out of the hospital. He seemed to be between 20 and 25 years old, fair-skinned, clean-cut, tall. I heard he was taken from Shwe Pyi Thar Township. He had been held there for about 10 days. They said he passed away at the hospital around 10 PM last night. These are lives that should not have ended.”

Additionally, it was reported that another mentally unwell individual had attempted to jump into water about five days earlier but survived. A disabled individual is also among those detained.

It is estimated that around 400 detainees from various townships across Yangon have been forcibly conscripted at this facility, including more than 40 from Shwe Pyi Thar Township.

๐Ÿ“Œ๐Ÿ“Œ 4. CDF-Hakha Seizes Narcotics Shipment Backed by Letter from Infantry Battalion Commander; IB-14 and IB-15 Deny Involvement

On July 8, 2025, members of the Chinland Defense Force–Hakha (CDF-Hakha) intercepted a narcotics shipment near the Va Bridge in Falam Township, which was being transported under the authorization of a letter signed by the Commander of Infantry Battalion 15, based in Yinmarbin District, according to a public statement.

The seized items included:

  • Approximately 3 million stimulant tablets
  • About 110 kilograms of heroin (No. 4)
  • Two MA-series rifles
  • Two mini Starlink devices

CDF-Hakha also arrested:

  • Three resistance fighters
  • One driver
  • One escort personnel

The arrest took place within the Hakha Township area, and the suspects were traveling in a Hilux (9K-1693) and a Forland truck (1J-6011).

According to reports, Maung Zaw Lat (real name U Win Maw) and Ko Putee (real name U Kyaw Min Zaw), who were allegedly responsible for overseeing the transport, fled and escaped arrest.

The confiscated narcotics were incinerated on July 9, and CDF-Hakha announced that legal action would be taken against those apprehended in accordance with the law.

In response, Infantry Battalions 14 and 15 of the Salingyi Special Task Force (SSTF) stated that they, as the parent units of the detained personnel, would take responsibility for resolving the matter.

While confirming that they had issued a recommendation letter signed by Battalion Commander Ko Pho Thaung to transport explosives, SSTF denied any involvement in the narcotics smuggling operation. They claimed that the offense was a personal act by the individuals and not affiliated with the organization.

SSTF further stated that an internal investigation is underway and committed to apprehending fugitives Maung Zaw Lat and Ko Putee to ensure effective punishment.

They also expressed willingness to cooperate with the Ministry of Defense (MOD) of the National Unity Government (NUG) in its investigation and said the two fugitives would be handed over to MOD once captured.

SSTF publicly condemned the misuse of their organization’s name for criminal activity and vowed to implement strict preventive measures to ensure that similar incidents do not recur.

CDF-Hakha also declared that if any further cases of drug production, distribution, sale, use, or trafficking are discovered within Hakha Township, they will be firmly prosecuted.

๐Ÿ“Œ๐Ÿ“Œ 5. Funeral Ceremony for Shwe Nya War Sayadaw to Be Held on July 16 Following One-Week Veneration

The funeral ceremony for Shwe Nya War Sayadaw, who has passed away, will be held on Wednesday, July 16, after one week of public veneration of his body, according to an announcement by the Funeral Organizing Committee.

The ceremony will take place at Hmawbi Municipal Cemetery, where the Sayadaw’s body will be transported on Wednesday at 1:00 PM.

Leading up to the funeral, a ceremony for lowering the monastic flag (Sangha Flag) will be conducted on Saturday at 1:00 PM, and sermons will be delivered by Shwe Hintha Sayadaw and Twantay Sayadaw during the funeral proceedings.

Shwe Nya War Sayadaw was arrested following the military coup on February 1, 2021, and was released from prison on November 17, 2022. After his release, he had been undergoing treatment for liver disease at the Asia Royal Hospital, where he passed away at 2:45 AM on July 10.

His body is currently being venerated at Shwe Nya War Monastery in Hmawbi Township, Yangon. At the time of his passing, the Sayadaw was 61 years old and had been ordained for 40 years.

Prominent monks from the Shwe War-colored monastic community have alleged that his death was a deliberate killing by the military junta, claiming that the Sayadaw was unjustly imprisoned and that the regime denied him access to proper medical care for illnesses developed during his incarceration.
