๐Ÿšฉ๐Ÿšฉ 1. Shweku KPDF Warns Civilians to Avoid Aggressive Movement Near Military Vessels Advancing Along the Ayeyarwady River

July 25

Shweku People's Defense Force (KPDF) issued a warning today, July 25, urging civilians not to engage in hasty or aggressive movements near military vessels advancing northward along the Ayeyarwady River.

The announcement, titled "A Public Safety Advisory to Our Fellow Citizens," calls on the public to avoid close proximity or rapid crossings near military ships navigating the river, especially when moving cargo or traveling in groups.

The KPDF also warned people not to stay or move around near ports or areas where junta warships are anchored or docked, and advised the public to avoid military convoys and movements in general. The statement stressed the importance of maintaining personal safety and being highly vigilant in such areas.

According to an update released this morning by Tigyaing Revolution – TR, a fleet of 17 military vessels heading toward Bhamo in Kachin State resumed its journey upriver from Tigyaing around 6 a.m. today, shelling areas along the riverbank with heavy artillery. By 11 a.m., the flotilla had reached Katha Township.

๐Ÿšฉ๐Ÿšฉ 4. Justice For Myanmar Urges Sanctions on China’s State-Owned NORINCO for Involvement in Myanmar Junta’s International Crimes

July 25

Justice For Myanmar (JFM) has called on international governments to impose sanctions and restrictions on China’s state-owned company NORINCO (China North Industries Corporation), accusing it of complicity in international crimes committed by Myanmar’s military junta.

JFM stated that recent weapons and ammunition seized by the Mandalay People’s Defense Force (MDY-PDF) provide concrete evidence that NORINCO continues to supply arms to the junta, playing a deliberate supporting role.

Among the confiscated items were GBP128 mine-clearing line charge systems produced by NORINCO. These are used to clear paths through minefields, particularly during combat, and were reportedly sold to the junta under a 2017 contract between NORINCO and the Office of the Chief of Defense Procurement, which oversees Myanmar’s military arms production.

JFM emphasized that NORINCO has been a primary supplier of weapons and military technology to the junta, especially since the 2017 agreement to deepen cooperation in arms trade and related technology transfer.

In addition, NORINCO itself has confirmed that it maintains a long-term partnership with Myanmar and has continued supplying defense products and services while seeking to expand areas of collaboration.

According to a May 2023 report by the UN Special Rapporteur on Myanmar, a NORINCO subsidiary — China Wanbao Engineering Corporation — sold military products valued between USD 5 million and USD 10 million directly to the junta between February 2021 and December 2022.

A leaked confidential document from 2022 revealed that NORINCO had supplied the junta with:

A shipborne artillery system

A ground-based surface-to-air missile system and related missiles

A military-grade command-and-control system

A target-tracking radar system

Two twin-barrel naval launchers and missile control units for a naval warship project

Between 2020 and 2022, NORINCO also sold machinery parts for weapons manufacturing to the Office of the Chief of Defense Procurement through various exports.

Additionally, in 2018 and 2019, NORINCO technicians reportedly operated in Factory No. 20 in Magway Region, providing technical assistance for the production of automatic artillery, associated ammunition, and anti-aircraft guns.

Photographs from 2018 showed that NORINCO had sold a MBT-2000 tank driving simulator, which is currently being used to train soldiers at the Steel Corps Training School in Kyaukse.

NORINCO is fully owned by the Chinese State Council, and the Council holds significant influence over the company's strategic decisions and export partnerships.

Given NORINCO's direct role in supplying arms, components, training, and surveillance technologies to the Myanmar military, Justice For Myanmar has called on the Chinese government to immediately halt all such transfers and cooperation.
