📌📌 1. Interim President and NUG Ministers Attend Coordination Meeting on Mandalay Region Transitional Political Framework

On July 4, 2025, the National Unity Government (NUG) led by Interim President Duwa Lashi La held an online meeting via Zoom with the Coordination and Drafting Committee for the Development of the Transitional Political Framework in Mandalay Region.

The meeting was attended by the Interim President, Union Ministers, Deputy Ministers, Permanent Secretaries, and officials of the NUG, along with members of the Mandalay Region Transitional Political Framework Drafting Committee.

During the meeting, the NUG shared and discussed its policy positions regarding state/federal unit governance. Following that, the Mandalay Region Drafting Committee presented and discussed the draft of the transitional political framework they had developed for Mandalay Region.

After the presentations, participants engaged in a question-and-answer session, provided suggestions, and exchanged views. The session concluded with mutual agreement on the process for continued cooperation on the transitional political framework for the Mandalay Region.

📌📌 2. NUG Issues Warning to Residents in Low-Lying Areas and Riverbanks Amid Rising Flood Risks

Due to the likelihood of flooding, the Ministry of Humanitarian Affairs and Disaster Management under the National Unity Government has issued a warning to residents in low-lying areas, internally displaced persons (IDPs), and communities residing near riverbanks to remain vigilant.

NUG’s meteorological announcement indicates that over the next three days, there may be widespread rainfall across Myanmar. Heavy and concentrated downpours are likely in Kachin State, Mon State, Bago Region, Tanintharyi Region, and Kayin State, while scattered heavy rain is also expected in Shan State, Rakhine State, Yangon Region, and Mandalay Region.

As a result of intense rainfall, there is an increased risk of river flooding, flash floods in urban areas, and landslides. Therefore, residents in flood-prone lowland areas, IDPs, and those living near rivers are advised to monitor weather forecasts closely. The public is urged to move water-sensitive items in advance and, if necessary, relocate temporarily to safer locations.

📌📌 3. Aid Provided to Earthquake-Affected Households and Displaced Children

The Ministry of Women, Youth, and Children’s Affairs of the National Unity Government has announced that it received a donation of JPY 200,000 from donors associated with MYAH in Hokkaido, Japan.

Following the donation, the ministry distributed medicine and food supplies to a total of 60 earthquake-affected households in Sagaing Region. In addition, for displaced children in Mon State, the ministry provided electric generators and school supplies as part of the ongoing humanitarian relief efforts.

📌📌 4. Timor-Leste Dismisses Myanmar Junta’s Objection to ASEAN Membership as Irrelevant

Timor-Leste has dismissed the objection made by Myanmar’s military junta to its accession as a member of the Association of Southeast Asian Nations (ASEAN), describing the objection as "irrelevant" and stating that it “has no effect.”

Timorese President José Ramos-Horta responded to the objection by saying that it "holds no significance" and emphasized that ASEAN has already made a formal decision to admit Timor-Leste as a member, a decision that has been publicly acknowledged in ASEAN’s latest official communiqué. He further stated:

“Myanmar’s objection is irrelevant. A formal decision has already been made to accept Timor-Leste as a member of ASEAN, and this decision is reflected in ASEAN’s latest official statement. Our full membership will be officially recognized with a ceremonial acknowledgement at the ASEAN Summit in October.”

The junta had formally objected to Timor-Leste’s accession, accusing the country of violating ASEAN’s fundamental principle of non-interference in the internal affairs of member states.

📌📌 5. 141 Organizations Urge Accountability from UNHCR India Over Sharing Refugee Data with Indian Authorities

A total of 141 civil society organizations have called for action to be taken against UNHCR India, accusing it of irresponsible conduct after confidential personal data of refugees, including Myanmar nationals taking shelter in India, was reportedly transferred to the Indian government.

According to a joint open letter issued on July 4, the 141 organizations, based both inside and outside Myanmar, have appealed to the Office of the United Nations High Commissioner for Refugees (UNHCR) headquarters in Geneva, Switzerland.

The open letter explains that following the February 1, 2021 military coup in Myanmar, more than 10,000 Myanmar nationals sought refuge in India and registered with UNHCR India for protection. Among them were large numbers of pro-democracy activists, human rights defenders, and others with heightened security needs. The organizations claim that confidential refugee data was handed over to the Indian authorities without adequate protection mechanisms.

Information obtained through UNHCR India, they stated, was used by Indian authorities to arrest over 261 Myanmar nationals under the Foreigners Act. Among them, six women gave birth while in detention, and two men died in custody.

Furthermore, at least 134 people were deported to Myanmar, including 34 women and children, some of whom were subsequently rearrested by the Myanmar military regime. In another incident, about 40 Rohingya refugees were arrested from their homes and deported back to Myanmar, according to reports.

The 141 organizations emphasized that UNHCR is the last hope and safeguard for refugees, and called upon the UNHCR High Commissioner to act urgently to protect refugee lives and prevent the erosion of trust. This appeal includes five unnamed civil society organizations among the signatories.

📌📌 6. Dam Collapse in Si Aw Village, Laukkai, Leads to Flash Floods and 3 Deaths

On the afternoon of July 3, a dam located upstream of Paukpauk Village near Si Aw Village in Laukkai, Special Region (1), collapsed due to excessive water levels surpassing its designed capacity, leading to flash flooding, according to a report by The Kokang.

Heavy rainfall caused water to overflow village roads and overwhelmed the drainage system, blocking transport routes. The sudden dam collapse inundated paddy fields, riverside roads, and houses in Si Aw Village.

It was reported that a farmer couple and their grandchild, who were staying in a small hut built near a low-lying riverbank, were swept away by the strong floodwaters.

Upon learning of the disaster, rescue teams from the Laukkai Township Administrative Committee were immediately dispatched. Troops from the MNDAA (Myanmar National Democratic Alliance Army) also joined the relief efforts. The township mayor and deputy mayor coordinated emergency shelter arrangements for affected residents.

Search efforts for the missing individuals were carried out with care, and local villagers also voluntarily joined the rescue operations. Ultimately, the bodies of all three deceased victims were recovered.

The flooding destroyed riverside farmland, caused crop losses, and cut off roads within the village. The bodies were temporarily transported to Laukkai Township Hospital, and financial assistance was provided to the bereaved families by the mayor. Relief and sanitation operations for the affected population are still ongoing.
