๐๐ 1. Prime Minister emphasizes that collective efforts are needed to prevent townships from suffering delays due to slow decision-making by responsible officials

The Interim Local People’s Administration Central Committee Meeting (No. 33/2025), under the National Unity Government (NUG), was held on the morning of September 18. At the meeting, NUG Prime Minister Mahn Winn Khine Thann, who also serves as Chair of the Interim Local People’s Administration Central Committee, delivered the opening remarks.
In his address, the Prime Minister stated:
“For four consecutive years, this committee has been holding regular weekly meetings without fail, systematically managing administrative matters. Although we could not always conduct complete and comprehensive studies, reviews, and assessments of every township situation, we managed to accomplish such work to a certain extent. Thanks to these assessments, we were able to make necessary adjustments. Still, given both the current circumstances and the revolutionary perspectives of each individual, there are cases where we failed to implement or improve matters effectively.
Administering governance during a revolution is never easy. However, this governance sector remains one of the most important factors by which both the international community and our own people evaluate and assess the progress of the revolution. Therefore, we must handle all tasks without leaving anything pending and complete them as fully as possible.
Since township-level operations must be carried out in real-time, it is crucial that we, as responsible officials, ensure that no township suffers setbacks or difficulties due to delays in our decision-making. We must collectively strive to prevent such situations.”
It is reported that members of the Interim Local People’s Administration Central Committee also presented updates regarding the progress of decisions and processes from Meeting (No. 32/2025), and discussed in detail the unfinished tasks that remain to be carried out.
The meeting was attended by Prime Minister Mahn Winn Khine Thann, Union Ministers, Deputy Ministers, Permanent Secretaries, Associate Secretaries, and relevant departmental officials.

๐๐ 2. Joint statement: MSFC and MSCC will stand together in opposing the illegal election to be held by the military junta

It is reported that on September 16, the Mon State Federal Council (MSFC), led by Chair Naing Kaung Ywet, and the Mon State Consultative Council (MSCC), led by Chair Dr. Khine Saung—which consists of elected MPs from the 2020 elections and other groups—held their first online meeting.
During the meeting, the two sides exchanged views and discussions on the current political and military situation in Mon State, the junta’s planned illegal election, and potential areas of future cooperation.
In a joint statement, both MSFC and MSCC declared that they will stand together in opposition against the illegal election organized by the military junta.

๐๐ 3. Karenni Women Academy opens applications for “Ethical Leadership and Public Governance Diploma”

The Ethical Leadership and Public Governance Diploma Course, organized by the Department of Women and Child Affairs under the Karenni Interim Executive Council, and hosted by the Karenni Women Academy, will be offered free of charge, according to an official announcement.
The course will begin in October and run for three months. Its aim is to promote equal educational opportunities for women and girls, thereby enhancing their capacity.
Eligibility requirements:
- Applicants must be at least 18 years old.
- Must have completed higher secondary education (or equivalent).
- Should have an interest in administration, gender-related work, or public service activities.
In addition, priority will be given to those with experience in community service, those who have attended basic women’s leadership training, or those who wish to engage in public administration, civic affairs, and public service work.
Applicants must sit for an admission interview. A total of 26 students will be selected.
Applications must be submitted in person, via IEC department email, or through Signal by the deadline of September 25, 2025.
The list of accepted students will be announced on September 29, 2025. The program has emphasized that women from diverse backgrounds and life experiences will be given consideration, with special attention to inclusivity and equality.

๐๐ 4. Pa Ka Pha rescues civilians from junta’s forced conscription operations in Khanti Township

On September 15, the Khanti Township People’s Defense Team (Pa Ka Pha) used motorboats to rescue civilian families from Nansi Pon area, Khanti Township, helping them escape from the junta’s forced conscription drive.
It is reported that a total of 35 civilians, including women and children, were rescued.
The junta has been blocking river routes along the Chindwin River, including Khanti–Tike Tee, Khanti–Nansi Pon (Kyauk Hmaw), and Khanti–Padu Mone routes. In addition, house-to-house raids, arbitrary arrests, and coercion for forced recruitment have caused civilians in riverside villages to be trapped, suffering economic hardship and difficulties in accessing medicine.
Those who reached liberated areas were safely extracted. However, five young girls from near the Padu Mone Gate were reportedly taken back by the junta on motorboats.
Some of those who fled stated that they intend to work in gold mining areas located in territories controlled by the Kachin Independence Army (KIA) further upstream along the Chindwin River.
