๐Ÿ“Œ๐Ÿ“Œ 1. Prime Minister Calls for Decisive Action Against Violations by Public Administrative Bodies

The Prime Minister, Mahn Win Khaing Than, emphasized the need for decisive action against legal violations by certain public administrative bodies during the 45th Meeting (2024) of the Interim Regional Public Administration Central Committee, convened on December 12 under the National Unity Government.

He stated:

"During a revolutionary period, administrative implementation can never be flawless. It is essential to inform the public about achievements and also to acknowledge challenges openly and honestly. If there are cases of mistakes or shortcomings by public administrative bodies, they must be thoroughly reviewed and rectified. Additionally, any instances of blatant non-compliance with policies or legal violations must be decisively addressed."

Furthermore, participants from the committee presented updates on the progress of tasks outlined during the 44th meeting (2024) and discussed pending initiatives. Representatives from relevant ministries also engaged in detailed discussions about their activities and responsibilities.

The meeting was chaired by Prime Minister Mahn Win Khaing Than and attended by Union Ministers, Deputy Union Ministers, Permanent Secretaries, Associate Permanent Secretaries, and other departmental officials, according to reports.

๐Ÿ“Œ๐Ÿ“Œ 2. Congo and Ireland Join The Gambia in Genocide Case Against Myanmar at ICJ

The Democratic Republic of Congo (DRC) and Ireland have applied to join The Gambia in its ongoing case against Myanmar at the International Court of Justice (ICJ) regarding allegations of genocide against the Rohingya people. With their involvement, the number of countries supporting The Gambia has now reached 10.

On December 11, the ICJ announced that DRC had submitted its application under Article 63, expressing its intention to align with The Gambia. Additionally, the Irish government confirmed its plans to intervene in the proceedings on The Gambia's side.

The countries supporting The Gambia now include Canada, Denmark, France, Germany, the Netherlands, the United Kingdom, Slovenia, Moldova, DRC, and Ireland, totaling 11 nations.

In July 2022, the ICJ rejected Myanmar's objections to the genocide lawsuit, and the case continues to proceed in court.

๐Ÿ“Œ๐Ÿ“Œ 3. Despite Limitations, Every Effort Will Be Made to Rescue Even a Single Youth Seeking Help Amid Military Tensions

The National Unity Government (NUG) has declared its commitment to rescuing any youth who reaches out for help due to military tensions and regional conditions. While it is not possible to save everyone, the government stated that it will exert its utmost efforts to rescue even a single individual whenever the opportunity arises.

Reports indicate a surge in forced conscription and unlawful arrests of youths by the junta, which continues to struggle militarily across Myanmar. Many of those seeking help from the public's embrace (NUG and affiliated groups) are young people forcibly conscripted by the junta, including underage children. The NUG’s battalions, EROs (Ethnic Resistance Organizations), and allied revolutionary groups have collaborated to rescue these individuals.

The NUG also expressed concern that many families are unaware of how to report or seek help when their loved ones, including children, are forcibly taken by the junta. Consequently, numerous conscripted youths are forced to don military uniforms and lose their lives senselessly under the junta's oppressive rule. The government urged individuals directly affected, or their family and friends, to contact the public's embrace for assistance. They reaffirmed their commitment to aiding these individuals in leaving the junta, whether armed or unarmed.

๐Ÿ“Œ๐Ÿ“Œ 4. NUG Provides Aid Worth 10 Million Kyats to CDM Soldiers and Police Families at the Thai-Myanmar Border

The NUG's People’s Goal initiative provided food aid valued at approximately 10 million kyats to families of Civil Disobedience Movement (CDM) soldiers and police residing along the Thai-Myanmar border, according to a December 12 announcement.

In their effort to support CDM soldiers and police who are building new lives based on public trust, People’s Goal continues to offer as much assistance as possible. Monthly provisions of basic necessities are distributed to families and individuals in various regions.

In November 2024, the initiative provided food aid to 88 CDM families in the Thai-Myanmar border area, including 15 kilograms of rice, 5 liters of cooking oil, and 1 box of canned fish per family, as well as 15 kilograms of rice and 1 box of canned fish per individual for 23 individuals living alone.

The total cost of aid distributed was approximately 10 million kyats.

In his announcement, Mr. Kelvin expressed gratitude for the strong support shown during the second round of the ICO. To ensure broader participation, the deadline for token subscription applications through Relationship Managers (RMs) was extended to December 11. As of this final deadline, the total estimated equity investments had reached USD 13.4 million.

๐Ÿ“Œ๐Ÿ“Œ 6. Myanmar’s Thai Embassy to Transition to E-Visa System

The Thai Embassy in Myanmar announced its transition to an E-Visa system, effective January 1, 2025.

As per the December 12 official announcement, the E-Visa system will eliminate the need for applicants to physically visit the embassy with documents. This move is aimed at streamlining the visa application process.

Visa applicants will still be required to deposit the necessary embassy fees in person after completing their online visa submission. From December 25 to December 31, the embassy will suspend the acceptance of visa applications to prepare for the transition to the E-Visa system.

๐Ÿ“Œ๐Ÿ“Œ 7. Over 900 Civilians Killed in Sagaing Region Within 13 Months

According to Data for Myanmar, 958 civilians were killed, and 1,119 others were injured in Sagaing Region due to violence from July 2023 to August 2024. This was officially reported on December 12.

Of the deaths during this 13-month period, 689 were attributed to military junta forces, 152 to resistance groups, and 117 to factors such as crossfire, civilian-on-civilian violence, gang activities, and other incidents.

The report highlighted that 93% of the fatalities resulted from deliberate targeting of civilians and attacks using heavy artillery, drones, landmines, and airstrikes.

Among Sagaing Region’s 13 districts, Monywa, Shwebo, Sagaing, and Kale Districts experienced the highest civilian casualties. Additionally, 35% of those injured or killed were women and children.

The report identified several factors behind these civilian casualties: the lack of adherence to military conduct rules by armed groups, indiscriminate attacks without distinguishing between civilians and combatants, and inadequate preventive measures to protect civilians.

The report called for an immediate cessation of targeted attacks on civilians by armed groups. It also urged international and civil society organizations to intensify awareness campaigns and take action to mitigate civilian harm in conflict zones.

๐Ÿ“Œ๐Ÿ“Œ 8. 46 Civilians, Including Women and Children, Killed in Shan State

Based on information gathered by the Assistance Association for Political Prisoners (AAPP), 46 civilians, including 27 women and 19 men, were killed in Shan State between September 1 and December 12, 2024, due to violence by the military junta.

Among the victims, four were children under 18, and three were elderly individuals over 60. Of the 46 deaths, 38 resulted from airstrikes conducted by the military junta, while the remaining eight were caused by artillery shelling.

On December 2, around 10 a.m., the military junta and its subordinate group, the Pa-O National Organization (PNO), carried out a drone bombing attack on Naung Yin Village in Hsipaw Township, Shan State. The attack targeted a family harvesting corn in their farmland, killing the wife, Ma Nan Thwe, and a child on the spot, while injuring the husband, Khun Ngai Lay.
