๐Ÿ“Œ๐Ÿ“Œ 1. Prime Minister Man Win Khaing Than Urges Stronger Inter-Ministerial Coordination

Union Prime Minister Man Win Khaing Than has called for stronger and more effective coordination among government ministries.

He delivered this message during Meeting No. 19/2025 of the National Unity Government (NUG) and the Interim Central Committee for Regional Public Administration.

“I deeply respect and appreciate all those who have taken on responsibilities in the National Unity Government despite having no guaranteed protections and facing significant challenges and dangers. I extend special thanks to the ministers, deputy ministers, permanent secretaries, and all levels of the administrative machinery for doing their utmost within their individual responsibilities,” said the Prime Minister.

He acknowledged that constraints are inevitable, given that the government is being built during a time of revolution. However, he emphasized:

“Even within such limitations, effective inter-ministerial coordination remains within our capacity. Therefore, this is something we must strive to achieve.”

He further encouraged the government body to ensure that upcoming meetings are held systematically to facilitate productive planning and implementation of future activities, and to make swift progress on pending operations.

๐Ÿ“Œ๐Ÿ“Œ 2. Yangon Parliament Passes Law on Drafting Interim Constitution Commission for Yangon Federal Unit

The 8th session of the Yangon Parliament convened its first meeting on the morning of Friday, May 23, via online video conferencing.

During the session, the Parliamentary Bill Committee submitted the Draft Law concerning the Commission for Drafting the Interim Constitution of the Yangon Federal Unit. The bill was passed unanimously, with no objections raised.

The proposed law comprises 6 chapters and 26 sections, according to parliamentary sources.

Additionally, during this session, the parliament formally recorded a motion of honor and remembrance for U Nay Lin Aung, a Yangon Region MP representing Thanlyin Township Constituency (1), who fell in the line of revolutionary duty on April 27, 2025.

Yangon Parliament Speaker U Tint Lwin also announced that the second day of the 8th session will be held on a later date, which will be announced separately.

๐Ÿ“Œ๐Ÿ“Œ 3. Professor Miemie Winn Byrd: Myanmar Needs a New Professional Military That Aligns with International Standards and Modern Democratic Values

Professor Miemie Winn Byrd has expressed on social media that Myanmar is in urgent need of a new professional military that adheres to international norms and modern democratic values.

“In my current teaching session, I feel disappointed that I no longer encounter trainees from Myanmar among the high-ranking military officers, diplomats, and government officials from around the world. While this program includes participants from across Southeast Asia, Myanmar is no longer represented,” she wrote.

She noted that during Myanmar’s democratic transition, it was previously possible to include Myanmar military officers in these training programs, adding:

“Our primary objective is clear: to help foster understanding of the core principles and behavior of a modern, professional military under civilian oversight and in accordance with democratic standards.”

Professor Byrd said she had invested considerable time and effort into this mission, repeatedly offering instruction and guidance with the hope that transformation was possible.

“However, the military coup of February 2021 and subsequent events have starkly illustrated the reality,” she stated.

Reflecting on her 18 years of teaching at the center, she noted that many of her former trainees have gone on to become national leaders, defense chiefs, and ambassadors.

“The issue is not a lack of talent among them. The problem lies in the fact that they have been deeply indoctrinated—rigidly shaped by decades of military dictatorship. As a result, they now lack both the capacity and the will to change. They simply cannot accept change.”

Drawing from these experiences, she concluded:

“It has become increasingly clear to us that the military dictatorship must be dismantled. Myanmar urgently needs a new, professional military that aligns with international standards and modern values.”

๐Ÿ“Œ๐Ÿ“Œ4. Discovery of Additional Bodies Beneath Sky Villa Building, Where Over 100 Earthquake Victims Had Already Been Found

It has been reported that the bodies of a man and a woman were newly discovered beneath the Sky Villa building, where over 100 deceased victims had previously been recovered following the powerful earthquake that struck Sagaing City on the afternoon of March 28.

On May 22, a recovery operation was underway involving heavy machinery to clear debris and retrieve remaining bodies from Sky Villa Building (B Block) and (C Block) in Mandalay. At around 10:00 a.m., the body of one male was recovered from Block B. Similarly, at 4:10 p.m., the body of one female was retrieved from Room I9 of Block B.
