The National Unity Government (NUG) convened Meeting No. (17/2025) of the Interim Local Public Administration Central Committee on May 8 at 10:00 AM.
The meeting commenced with an opening address by the Committee Chairperson and Prime Minister, Mann Win Khaing Than.
Following the address, members of the Central Committee who attended the meeting presented updates on the progress and current status of work plans previously established during Meeting No. (16/2025). They also clarified remaining tasks yet to be implemented. Responsible officials from relevant ministries then engaged in detailed discussions regarding their ongoing administrative activities.
The meeting was chaired by Prime Minister Mann Win Khaing Than and attended by Union Ministers, Deputy Union Ministers, Permanent Secretaries, Deputy Permanent Secretaries, and responsible officials from various departments and ministries.

๐๐ 2. Ministry of Humanitarian Affairs and Disaster Management Releases Earthquake Relief Distribution Records by State/Region

The Ministry of Humanitarian Affairs and Disaster Management under the National Unity Government released a detailed record of relief distributions to earthquake-affected areas across various states and regions, as of May 6. The distribution was carried out with the authorization of the Emergency Operations Coordination Centre (EOCC).
According to the report:
- MMK 718.7 million was directly provided to the Sagaing Region Ground Administrative Team.
- An additional MMK 3,785.9 million was distributed directly from public donations managed by the ministry.
- Further support was extended via coordination with civil society organizations (CSOs) and community-based organizations (CBOs).
The ministry stated that the relief efforts are being undertaken without discrimination between locations, ensuring assistance reaches all affected people in need.
It was also noted that early-phase recovery efforts have already commenced in some areas. The ministry expressed its commitment to continue implementing recovery initiatives as effectively as possible, with the active participation of the public.
The earthquake that struck Sagaing on March 28, 2025, with a magnitude of 7.7, resulted in over 3,000 fatalities, making it one of the deadliest natural disasters in recent history for the region.

๐๐ 3. Massacres Committed by the Terrorist Military Junta: 378 Incidents, 4,023 Civilian Deaths Recorded

According to a press release by the Ministry of Human Rights under the National Unity Government (NUG), there have been 378 documented incidents of mass killings committed by the terrorist military junta, resulting in a total of 4,023 civilian deaths.
These figures are based on information systematically gathered and verified through both submitted reports and official data collection processes by the Ministry. The definition of a massacre in the Ministry’s database refers specifically to incidents in which five or more people were killed in a single event.
As presented in the latest dashboard, the 378 incidents and 4,023 deaths occurred between February 2021, when the junta attempted to seize power, and April 2025. All data included reflects atrocities committed during this period of military oppression.

๐๐ 4. Deaths in Detention: 23 People Killed in Custody by the Military Junta Between January 1 and May 8, 2025

According to data collected by the Assistance Association for Political Prisoners (AAPP), a total of 23 individuals died while in detention across the country from January 1 to May 8, 2025, after being arrested and held by the terrorist military junta.
The breakdown of the deaths is as follows:
4 men died in military interrogation centers,
3 men died at police stations, and
16 inmates (including 9 women and 7 men) died in prisons.
These deaths have been individually verified and documented by name.
One such case was Myint Myint Than, a political prisoner detained at Obo Prison in Aungmyaythazan Township, Mandalay Region, who suffered from a lung disease. She was denied adequate medical care while imprisoned, and her condition deteriorated. On May 6, 2025, she was transferred to Mandalay General Hospital, but died on the same day during treatment.
Myint Myint Than had been arrested on July 27, 2023, by the junta and charged under Section 52(a) of the Counter-Terrorism Law. On December 23, 2024, she was sentenced to five years in prison.

๐๐ 5. Call for Participation in the Upcoming "Weaponization of Aid" Campaign

The Blood Money Campaign MM has issued a call urging the public and organizations to actively participate in the upcoming "Weaponization of Aid" campaign.
The campaign denounces the fact that, during the recent earthquake relief period, the terrorist military junta conducted over 280 aerial attacks, showing that such airstrikes are a deliberate and systematic method of warfare long employed by the junta, even prior to the earthquake.
“These brutal aerial assaults, which continued daily even during the disaster response period, are an undeniable reality. Though the junta announced a ceasefire on April 2, they bombed Kachin State and Sagaing Region within hours of that declaration,” the statement reads.
From March 28 to May 4, the junta carried out a total of 282 airstrikes, killing 276 civilians and injuring 456 others.
“While our people are suffering as if they are living in a literal hell, the terrorist junta shows no empathy and continues to traumatize them with deeper nightmares and painful memories. To bring down this violent regime with united strength, we must raise a unified voice and send a clear message of resistance,” the statement added.
The campaign also emphasizes the junta’s misuse of humanitarian aid:
“Humanitarian aid, instead of reaching the people, is being used as a weapon by the junta. It is crucial to develop alternative and effective channels to ensure aid genuinely reaches those in need. That’s why we are urging domestic and international organizations, and every individual, to join the upcoming 'Weaponization of Aid' campaign.”
