๐Ÿšฉ๐Ÿšฉ 10. PDF Insight Reports Notable Military Successes by Resistance Forces and Movement Toward an Inclusive Transitional Government

According to PDF Insight, resistance forces including ethnic armed organizations (EAOs), People’s Defense Forces under the NUG, and local defense forces are achieving clear and significant victories against the Myanmar military.

In Karen regions, junta bases have fallen within days; and in Rakhine to Ayeyarwady, resistance offensives have gained ground. Formerly entrenched junta outposts in border areas, once deemed unnecessary, have now become primary targets of the resistance.

However, the junta’s clearance operations continue to involve village burnings, killings, and looting. In central Myanmar, capturing major junta bases remains a considerable challenge, though KNU and PDF forces have expanded their control over multiple zones.

On the political front, there are ongoing efforts to form a transitional government that is broad-based and inclusive, with the view that ethnic groups and all relevant actors must be represented to secure the future of a federal union.

A federal affairs minister stated in an interview:

“Let’s move beyond just the NUG,”
emphasizing the need for a new elected government after the revolution, one capable of international recognition and effective engagement with major powers like China.

A new federal constitution is reportedly nearing completion. It is expected to supersede the current charter, offering greater clarity and precision, particularly in areas such as separation of powers, territorial demarcation, and federal state-building.

Nonetheless, issues like taxation rights and territorial control between armed groups remain potential sources of conflict.

Former U.S. Ambassador Priscilla Clapp’s concept of “bottom-up federalism” is gaining traction. While it may resemble the American-style federal system, the report notes that achieving full democracy and multiparty systems at the state level may still face serious challenges.
