๐๐ 3. U.S. Congressional Committees Approve Three Sanctions Bills Targeting Myanmar Military Junta
July 23
The White House announced that three draft bills aimed at sanctioning the Myanmar military junta have been approved by U.S. congressional committees.
While Myanmar junta leader Min Aung Hlaing is reportedly attempting to normalize relations with the U.S., on July 22 (U.S. time) / July 23 (Myanmar time), the U.S. House Foreign Affairs Committees approved three legislative proposals targeting the junta for sanctions and restrictions.
The three proposed bills are:
No Funds for Burma Act (H.R.4423) – prohibits financial support from reaching the Myanmar military junta.
BRAVE Burma Act (H.R.3190) – imposes sanctions on businesses linked to the junta.
Burma Genocide Accountability and Protection Act (Burma GAP Act) – aims to hold the military accountable for genocide and war crimes.
These bills are now set to be submitted to both the House and Senate for final approval. Observers note that the absence of opposition within the committees suggests a strong chance that they will become law.
Experts on Myanmar affairs state this development not only reaffirms U.S. solidarity with the people of Myanmar, but also signals a renewed and concrete commitment to democracy, justice, humanitarian support, and efforts to end military rule in the country.
Representative Huizenga from Michigan announced on his social media page that the BRAVE Burma Act passed the House Financial Services Committee by a unanimous 54–0 vote.
According to descriptions:
The No Funds for Burma Act (H.R.4423) would:
Block the World Bank from providing financial assistance to the junta.
Prevent international financial institutions from transferring funds to the junta.
The BRAVE Burma Act (H.R.3190) includes:
Increased sanctions on state-owned enterprises and the Myanmar Economic Bank.
Sanctions on foreign companies supplying jet fuel.
Suspension of Myanmar’s IMF voting power for the duration of military rule.
Measures to pressure those providing economic support to the junta.
The Burma Genocide Accountability and Protection Act (Burma GAP Act) would:
Provide humanitarian assistance to Rohingya refugees and internally displaced persons in Myanmar.
Promote justice and penalties for perpetrators of genocide and crimes against humanity.
Support an inclusive federal democratic transition for Myanmar.

July 23
In Mong Pawk, a town in the Wa Self-Administered Region in eastern Shan State, a rescue officer from the Wa State Army (UWSA) was swept away and drowned while attempting to rescue individuals caught in strong floodwaters, according to a statement released by the United Wa State Army (UWSA) on July 23.
Heavy rains began in Mong Pawk on July 20, leading to flash floods on July 21, particularly from mountain runoff. By 5 a.m. on July 22, the flooding had worsened, reaching into the town area and sweeping away vehicles.
According to the statement, a white vehicle carrying several passengers was swept away by the current. A Wa police officer tried to rescue those trapped in the vehicle but unfortunately, both the officer and the vehicle occupants perished.
The rescuer has been identified as Police Officer Qin Hua (also known as Ai Qin Hua), a 27-year-old officer from the Judicial Committee of the Mong Pawk Police Department, UWSA confirmed.
"Qin Hua sacrificed his precious life while trying to protect the lives and belongings of the people," the UWSA stated.
The statement also noted that due to the extremely dangerous flood conditions, several trapped individuals unfortunately lost their lives, which the UWSA described as tragic and deeply saddening.
Local residents have confirmed that at least three people have died, though some believe the death toll may be higher.
